About this opportunity

The Department of State Office of Acquisition Management, through the Regional Procurement Support Office in Frankfurt, Germany, is soliciting accident insurance coverage for locally employed staff (LES) at the U.S. Embassy in Brussels, Belgium. The insurance must cover on-the-job accidents and accidents occurring during commutes to and from work for U.S. government employees from multiple federal agencies. Qualified offerors must be licensed to provide insurance in Belgium, maintain a registered office in the country, be recognized by Fedris and FSMA, and comply with Belgian occupational accident laws. The solicitation will utilize a Lowest-Priced, Technically Acceptable (LPTA) evaluation methodology, assessing both price proposals and technical capabilities including insurance coverage plans, claims processing procedures, and customer service delivery. Technical proposals must include three to five customer references demonstrating relevant recent experience. The deadline for submitting questions is November 21, 2025, at 15:00 CET, and proposals must be submitted by December 9, 2025, at 15:00 CET via email to the addresses specified in the solicitation.

This solicitation carries no set-aside designation and includes no identified incumbent contractor. The contract will consist of a one-year base period commencing January 1, 2026, with four one-year renewal options. The pricing template specifies coverage for an estimated 271 employees with total annual salaries up to EUR 55,841.37, and the minimum government order is $5,000 per performance period. Offerors must submit fixed-price bids with economic price adjustment provisions and provide pricing for both the base year and all four option years. Performance will take place in Belgium, with contractors responsible for maintaining administrative records, processing claims within two weeks of submission, and operating an online portal for claim management in compliance with Belgian occupational accident insurance regulations.
