This is a total small business set-aside (NAICS 561621, $25 million size standard) conducted under FAR Part 12 commercial procedures, restricted to Avigilon vendors only.
Place of performance is Tinker Air Force Base, Oklahoma City, Oklahoma. The BPA carries a five-year period of performance from January 15, 2026, through January 14, 2031, with an overall BPA limit of $4.5 million per awarded contractor. Individual calls under the agreement cannot exceed $250,000, or $25,000 for Government Purchase Card purchases. Award will be made on a Lowest Price Technically Acceptable (LPTA) basis, with price as the sole evaluation factor. Quotations must include technical descriptions, warranty terms, pricing, representations and certifications, and acknowledgment of amendments.
The system must be standardized on the Avigilon platform, include Command Access Card (CAC) reader capability, be FIPS 201 approved, comply with DISA Approved Product Lists and Security Technical Implementation Guides, connect to the Air Force Non-Secure Internet Protocol Router Network (NIPRNet), and obtain Authority to Operate approval from 72 ABW Cybersecurity before deployment. Services must be completed within seven business days of request, with a two-hour response time for normal service calls. Contractor personnel must be U.S. citizens fluent in English with current driver's licenses, obtain DBIDS identification cards, and comply with AFI 40-102 and AFI 31-218(I).
