About this opportunity

The Federal Aviation Administration is conducting a Challenge Based Acquisition (ChBA) to procure modernization and sustainment services for the Accelerated Transformation of Legacy Applications and Systems (ATLAS) program, which encompasses over 200 applications and 3,000 databases supporting the FAA's mission-support portfolio. The FAA seeks innovative solutions to rationalize, consolidate, and modernize legacy systems while reducing technical debt, improving security, enhancing user experience, and achieving long-term cost efficiencies. Offerors must demonstrate corporate experience across nine evaluation elements including size and scale, portfolio volume management, data estate management, human capital capacity, rationalization success, cloud-native transformation, application cost reduction, production AI implementation, and safety-critical context experience. Phase 1 evaluation comprises two factors: corporate experience (Factor 1) worth up to 51,500 points across nine elements, and a concept paper (Factor 2) addressing modernization factory framework, portfolio rationalization strategy, and enterprise architecture and data excellence. The initial Phase 1 response deadline of March 10, 2026 was extended to March 13, 2026 at 5:00 PM Eastern Time, with questions due by February 24, 2026, and the FAA completed Phase 1 evaluation with Phase 2 notifications issued on April 16, 2026.

No set-aside designations apply to this procurement. The current Software Solution Delivery contract is held by Karsun Solutions, which will be replaced by this acquisition. The FAA anticipates a firm fixed-price contract structure with an anticipated period of performance of ten years including options and contract award targeted by September 30, 2026. Six offerors were selected to proceed to Phase 2: Booz Allen Hamilton, Deloitte Consulting LLP, Ernst and Young LLP, IBM Corporation, IT Concepts (dba Kentro), and KSGC Solutions, LLC. Corporate experience examples must have been performed by the offeror as prime contractor within the past three years with minimum annual dollar values of $10 million, with subcontractor and affiliate experience capped at 25 percent of total Factor 1 points claimed. The work will be performed primarily at the FAA Technical Center in Washington, DC 20591, with potential performance at FAA Headquarters, regional centers, or contractor facilities, and the acquisition follows a four-phase competition structure with Phase 2 (Rationalization Approach), Phase 3 (Modernization Factory Execution Challenge), and Phase 4 (formal RFP for pricing) to follow.
