About this file
This is a Questions and Answers document for the Accelerated Transformation of Legacy Applications and Systems (ATLAS) Challenge Based Acquisition (ChBA) Phase 1 solicitation issued by the FAA on March 4, 2026. The document clarifies four key submission requirements for offerors.
Regarding corporate experience examples, the FAA clarified that offerors may use production commercial systems (in addition to federal and state government systems) as examples for Element 8, provided the examples involve deployment of Generative AI/ML for code refactoring and testing. For Factor 1 corporate experience submissions, offerors may submit a combination of verifiable supporting evidence and a signed narrative for a single reference when complete documentation is not available. The FAA also confirmed that offerors may submit Corporate Experience examples with NAICS codes other than 541512, as long as the examples meet relevancy and recency requirements and align with the ATLAS Statement of Objectives. Additionally, offerors are permitted to include multiple signature blocks (such as from both a Contracting Officer Representative and Project Manager) on past performance writeups submitted as part of their proposal package.

Accelerated Transformation of Legacy Applications and Systems (ATLAS) Challenge Based Acquisition (ChBA)
Phase 1 – Additional Questions and Answers – March 4, 2026
No. Reference Question FAA Answer 174* Section 5.a.i and
Attachment 2 Attachment 2, Self-Score Worksheet states “Deployment of Generative AI/ML for code refactoring/testing on at least one/five/ten production government systems - Example X” (rows 34-36) and Amendment 1 states: “Be a contract or task order with the U.S. Federal Government, U.S. State Government, or a commercial contract with a U.S. based company performed in the U.S.“ (page 4). Question: With the addition of Commercial contracts in the Amendment instructions, please clarify if offerors can use production commercial systems as examples for Element 8
Table 2 in the Announcement and Attachment 2 have been updated to indicate “production systems”.
175 For a single corporate experience example in Factor 1, if an Offeror provides verifiable supporting evidence for some elements but relies solely on narrative for other elements, is the offeror allowed to submit verifiable evidence for those elements it can verify and a signature for those elements supported only by the narrative? For a single reference can the offeror submit evidence and a signature?
Yes, for a single reference the Offeror may submit evidence and a signed narrative.
176 Will you please confirm Offerors are allowed to submit Corporate Experience examples with NAICS codes other than 541512 so long as the scope is relevant to the ATLAS SOO and required elements?
Yes. Offerors may submit examples with a NAICS Code other than 541512 as long as the example meets the other requirements for relevancy and recency.
177 For a past performance writeup, the Government COR has requested that we add two signature blocks—one for the COR and one for the Project Manager to sign off. Before we incorporate the writeup into our submission package, we wanted to confirm that adding two signature blocks is acceptable to FAA.
Yes, that is acceptable.
