About this file

This is a Self-Score Worksheet template for the Federal Aviation Administration's Accelerated Transformation of Legacy Applications and Systems (ATLAS) Challenge Based Acquisition (ChBA), updated as of March 4, 2026. The worksheet enables offerors to self-assess and claim points across nine evaluation elements demonstrating their capability to modernize legacy applications and systems.

The scoring framework allocates up to 51,500 total points across the following elements: Element 1 (Size and Scale) awards up to 3,000 points for contracts with annual values exceeding $100 million; Element 2 (Portfolio Volume Management) awards up to 2,000 points for managing portfolios with at least 200 applications and three enterprise shared services platforms; Element 3 (Data Estate Scale Management) awards 1,000 points for managing data estates exceeding 2,000 databases or one petabyte of data; Element 4 (Human Capital) awards 1,000 points for maintaining at least 200 FTE simultaneous development staff on a single program; Element 5 (Rationalization Success) awards up to 3,000 points for successfully rationalizing at least 50 percent of a portfolio containing at least 100 applications; Element 6 (Cloud-Native Transformation) awards up to 4,000 points for migrating at least 100 applications to cloud-native architecture; Element 7 (Demonstrated Application Cost Reduction) awards up to 2,000 points for achieving greater than 25 percent annual cost reductions post-modernization; Element 8 (Production AI Implementation) awards up to 6,000 points for deploying generative AI/ML for code refactoring and testing on more than ten production systems; and Element 9 (Safety-Critical Context) awards 1,500 points for experience modernizing safety-critical or life-safety systems. Offerors must provide supporting documentation, cite specific contract or task order numbers, and include authorized representative certification of accuracy.
