About this file
This file is a self-score worksheet template for offerors responding to the FAA's Accelerated Transformation of Legacy Applications and Systems (ATLAS) Challenge Based Acquisition (ChBA) solicitation. The worksheet establishes a point-based evaluation model across nine technical elements, with a maximum total of 51,500 points available. Offerors must provide examples demonstrating their capabilities in each element: Size and Scale (contracts valued $25M–$100M+, worth 1,000–3,000 points per example), Portfolio Volume Management (100–200+ applications with enterprise platforms, 1,000–2,000 points), Data Estate Scale Management (2,000+ databases or 1+ Petabyte, 1,000 points), Human Capital (200+ FTE simultaneous development staff, 1,000 points), Rationalization Success (20–50% portfolio rationalization, 1,000–3,000 points), Cloud-Native Transformation (25–100+ applications migrated, 1,000–4,000 points), Application Cost Reduction (15–25%+ annual savings post-modernization, 1,000–2,000 points), Production AI Implementation (1–10+ production government systems with Generative AI/ML, 2,000–6,000 points), and Safety-Critical Context Experience (modernization of safety-critical or life-safety systems, 1,500 points per example). For each element, offerors must cite contract or task order numbers, identifying the performing entity, and submit supporting documentation. The worksheet requires offeror certification by an authorized representative. Phase 1 responses are due March 13, 2026, by 5:00 PM ET to the FAA's Technical Center.
