About this file
This is a Questions and Answers document for the Accelerated Transformation of Legacy Applications and Systems (ATLAS) Challenge Based Acquisition (ChBA), Phase 1, issued by the FAA on March 9, 2026. The document represents the third set of Q&As, following initial guidance posted on February 27, 2026, and supplementary answers on March 4, 2026.
The document addresses three clarifications regarding Factor 1 evaluation criteria. Question 178 confirms that parent companies and wholly owned subsidiaries remain subject to the 25% cap on affiliate and subcontractor experience and are not excluded from this limitation. Question 179 denies a request to permit "blind qualifications" for commercial contracts, requiring offerors to provide sufficient evidence to substantiate claimed experience for each element, though non-applicable fields such as NAICS codes may be marked "N/A." Question 180 clarifies that commercial references cannot substitute a signed narrative with verbal confirmation; if an offeror's evidence relies solely on a narrative form (Attachment 3), the FAA requires the narrative to be signed to certify its veracity. The FAA indicated that the Announcement has not been modified in response to any of these inquiries, maintaining existing submission requirements.

Accelerated Transformation of Legacy Applications and Systems (ATLAS) Challenge Based Acquisition (ChBA)
Phase 1 – Additional Questions and Answers – March 9, 2026
No. Reference Question FAA Answer 178* Factor 1 Accordingly, will the FAA consider excluding Parent Companies and wholly owned subsidiaries from the 25% cap applied to affiliate/subcontractor experience?
No. The Announcement has not been changed. The term “affiliates” includes parent companies and wholly owned subsidiaries.
179 Factor 1 In Phase 1 Questions and Answers on February 27, 2026, the FAA permitted Offerors to include commercial contracts in Factor 1. Given the strict confidentiality requirements of commercial entities and the absence of typical government contract details (such as contract numbers, or NAICS codes), we request that Offerors be allowed to follow standard commercial practice by submitting “blind qualifications”— redacting or generalizing entity names (e.g., “Major Healthcare Company” or “Fortune 100 Financial Institution”) and marking non-applicable fields as N/A. This approach will help the FAA more accurately assess the full capabilities of Offerors. For client points of contact, Offerors can provide a contact within their company who can facilitate a direct client-to-client introduction when required by the commercial entity.
No. The Announcement has not been changed. There is no exception(s) for commercial contracts. Offerors must provide sufficient evidence within their submission to substantiate the claimed experience for each element.
Offerors may mark non-applicable fields (e.g., NAICS) as “N/A” when completing Attachment 3.
180 Factor 1 Some commercial companies view a signature as a legal document that requires extensive review not practical within the FAA's procurement timeline. To align with generally accepted commercial practices for confirming corporate experience, will the FAA permit commercial references to provide a client point of contact and contact information in Attachment 3, in lieu of a signature, so that the FAA can verbally confirm the information contained in the narrative?
No. The Announcement has not been changed. There is no exception(s) for commercial contracts. If an Offeror’s evidence solely relies upon a narrative (Attachment 3), the FAA requires that the narrative form be signed, certifying the veracity of the narrative.
