About this file

This is a Self-Score Worksheet for the Federal Aviation Administration's Accelerated Transformation of Legacy Applications and Systems (ATLAS) Challenge Based Acquisition (ChBA) Phase 1 submission. The worksheet serves as a template for offerors to demonstrate their qualifications and experience across nine evaluation elements, with a maximum total of 51,500 points available. Offerors must provide supporting documentation and cite relevant contract or task order numbers for each claimed capability.

The evaluation elements assess: (1) Size and Scale—annual contract values ranging from $25M to over $100M (1,000–3,000 points per example); (2) Portfolio Volume Management—managing 100+ applications with 3+ enterprise shared services platforms up to 200+ applications (1,000–2,000 points); (3) Data Estate Scale Management—managing 2,000+ databases or 1+ Petabyte of data (1,000 points); (4) Human Capital—200+ FTE simultaneous development staff on a single program (1,000 points); (5) Rationalization Success—rationalizing 20–50% of application portfolios (1,000–3,000 points); (6) Cloud-Native Transformation—migrating 25–100+ applications to cloud-native architecture (1,000–4,000 points); (7) Application Cost Reduction—achieving 15–25%+ annual cost reductions post-modernization (1,000–2,000 points); (8) Production AI Implementation—deploying Generative AI/ML for code refactoring on 1–10+ government systems (2,000–6,000 points); and (9) Safety-Critical Context Experience—modernizing safety-critical or life-safety systems (1,500 points per example). Phase 1 responses are due by March 10, 2026, with questions due by February 24, 2026. Authorized representatives must certify the accuracy of all representations submitted.
