About this opportunity
The National Oceanic and Atmospheric Administration seeks HVAC repair and replacement services at three National Weather Service locations, with quotations due July 30, 2026. This is a Total Small Business Set-Aside under NAICS 238220 (Plumbing, Heating, and Air-Conditioning Contractors), with a small business size standard of $19.0 million.
Work encompasses three contract line items at Albuquerque, New Mexico (removal and replacement of two 6-ton Bard packaged air conditioner units with R454B refrigerant); Corpus Christi, Texas (fan motor assembly and pressure transducer replacement on a Trane CRAC unit, compressor replacement on another Trane condenser with system evacuation and filter drier replacement, and ductwork cleaning per National Air Duct Cleaners Association standards); and Santa Teresa, New Mexico (condenser fan motor assembly replacement on a Liebert CRAC unit, fan motor and controls replacement on a Trane AC-3 condenser, humidifier descaling and filter replacement, thermostat installation, and coil cleaning on nine units). Each line item carries a 90-day performance period from award date on a firm-fixed-price basis.
Quoters must conduct site visits prior to submission and submit technical proposals (maximum five pages) demonstrating understanding and capability, along with equipment specifications, manufacturer details, estimated schedules, qualified HVAC technician information, and a minimum one-year contractor warranty on labor and installation. All work must be performed Monday through Friday, 7:00 AM to 5:00 PM local time, with 48-hour notice required for off-hours work. Equipment submittals are due within five days post-award; physical installation must be completed within 30 days of equipment delivery, not exceeding 90 days total unless delayed by documented manufacturer lead times. The contractor must designate a Project Manager and Onsite Superintendent with one-hour emergency response times and 24-hour routine inquiry response times, and must submit weekly progress reports with photographs.
Service Contract Labor Standards wage rates apply: $31.68 per hour for ABQ, $33.57 for Corpus Christi, and $29.01 for Santa Teresa (WG-10 HVAC Mechanics), plus mandatory fringe benefits. Invoices are billed monthly in arrears via the Integrated Procurement Process. Award will be made using Lowest Price, Technically Acceptable procedures. Questions are due July 20, 2026. Amendment 2 (effective July 23) extended the due date from July 27 and corrected the Corpus Christi point of contact email to rich.martinez@noaa.gov.
