About this file

This is a Request for Quotation (RFQ) Amendment and Combined Synopsis/Solicitation for HVAC repair services at three National Weather Service locations.

Amendment 0001 changes the procurement from a Women-Owned Small Business (WOSB) set-aside to a Total Small Business Set-Aside, correcting an administrative error regarding NAICS code 238220 (Plumbing, Heating, and Air-Conditioning Contractors), which is not an eligible industry for the WOSB program under SBA regulations. The amendment extends the RFQ question due date to July 20, 2026 at 2:00 PM Pacific Time and the quote due date to July 27, 2026 at 2:00 PM Pacific Time. All quotes must be submitted electronically via email to jack.huckleby@noaa.gov and casey.morrison@noaa.gov. The solicitation number is 1305M326Q0272, with a small business size standard of $19.0 million.

The RFQ covers three contract line items (CLINs): CLIN 0001 for removal and replacement of HVAC equipment at the Albuquerque, New Mexico Weather Surveillance Radar Site; CLIN 0002 for HVAC repair at the Corpus Christi, Texas Weather Forecast Office; and CLIN 0003 for HVAC repair at the Santa Teresa, New Mexico Weather Forecast Office. Each CLIN has a 90-day period of performance from the date of award and requires a firm-fixed-price quotation inclusive of all labor, materials, equipment, travel, supervision, disposal, permits, testing, training, and incidental costs. Vendors must conduct site visits to assess existing conditions and submit technical proposals (maximum 5 pages) demonstrating their understanding and capability, with a minimum 1-year contractor warranty on labor/installation, plus a separate price quotation. Invoices will be billed monthly in arrears via the Integrated Procurement Portal (IPP), and applicable Department of Labor wage rates apply.

The purpose of this amendment is to provide Government answers to questions received from the original question due date, correct an administrative error regarding the socio-economic set-aside status and extend the solicitation due date. This solicitation was previously issued as a Women-Owned Small Business (WOSB) set-aside under NAICS 238220. Per SBA regulations, NAICS 238220 is not an eligible industry for the WOSB program. In accordance with RFO FAR 19.104-1, this procurement is hereby amended to a Total Small Business Set-Aside. The NAICS code remains 238220. Due to the material nature of this change, the solicitation windows are being reset in their entirety to allow all eligible small businesses an equal and fair opportunity to compete. The RFQ question due date has been extended to July 20th at 2pm PT and the quote due date has been extended to July 27th at 2pm PT.

Government Answers to Questions Received by original question due date

Questions 1: Is there a reason that it was narrowed down just to woman own small business versus a total small business set aside Or encompass service disabled veteran owned small business?

Government Response: Upon administrative review of the market research and applicable Small Business Administration (SBA) regulations, the Government has determined that a Total Small Business Set-Aside is the most appropriate procurement strategy to maximize competition while meeting small business utilization goals. Accordingly, Amendment 0001 changes the set-aside restriction from a Women-Owned Small Business (WOSB) set-aside to a Total Small Business Set-Aside. All eligible small businesses, including WOSBs and SDVOSBs, are encouraged to submit quotes under the updated terms.

Question 2: Per RFO FAR 19.107-2, WOSB set-asides are limited to specific industries published by the Small Business Administration. The SBA's most recent eligible industries list (effective October 1, 2022)

— available at Eligible NAICS for the Women-Owned Small Business Federal Contracting program | U.S.

Small Business Administration — does not appear to include NAICS 238220. Could you please confirm whether NAICS 238220 is currently an eligible industry for WOSB set-aside contracts, and if so, identify the applicable SBA guidance or update that authorizes it?

Government Response: The Government acknowledges and appreciates the clarification. Upon review, NAICS 238220 (Plumbing, Heating, and Air-Conditioning Contractors) is not an SBA-authorized industry for a restricted WOSB set-aside. To correct this administrative oversight, the Government has issued Amendment 0001 to open this solicitation as a Total Small Business Set-Aside. The question and quote submission deadlines have been extended in their entirety to ensure all newly eligible small businesses have full, equitable time to prepare their proposals.

Quote must be submitted via email with the following submissions:

Technical Approach Price Quotation

Technical Quote Structure The technical quote consists of two factors. A technical approach that merely reiterates the Statement of Work (SOW), or uses vague generalities (e.g., "the subcontractor will determine specifications upon arrival" or "work will be performed to standard"), will be rated mailto:jack.huckleby@noaa.gov mailto:casey.morrison@noaa.gov

Fail/Unacceptable. The prime contractor must provide the details upfront, regardless of who is performing the physical work. It is the responsibility of the quoter to provide sufficient detail for the Government to be able to make a determination of technical acceptability.

Factor 1 Technical Approach: (max 5 pages, excluding price & product cut sheets) The detailed write-up must demonstrate the Quoter's understanding, approach, and technical capability for the SOW tasks to successfully complete the requirements, specifically covering but not limited to: proposed equipment and compatibility with the existing equipment, manufacturer names, model numbers, and product literature/cut sheets; estimated schedule; qualified HVAC technicians, and any assumptions. Additionally, quoter must include a written statement confirming a minimum 1-year contractor warranty on labor/installation.

Factor 2 Delivery: The quoter must indicate that their quotation has the ability to meet the delivery requirements as stated in the SOW.

Price Quotation The offeror’s price quote must be PDF or Excel and based on the offeror's own technical quote, the Government's specifications, and other contractual requirements as provided in the SOW.

Vendors must provide a firm-fixed-price quotation inclusive of all labor, materials, equipment, travel, supervision, disposal, permits, testing, training, and incidental costs necessary to complete the requirements in the Statement of Work.

The Government does not accept responsibility for non-receipt of quotes. It is the Quoter’s responsibility to request a confirmation of quote receipt.

AbilityOne:

Consistent with Government’s commitment to providing employment opportunities for those with disabilities, the contractor is encouraged to independently partner with the National Industries for the Blind and SourceAmerica Central Nonprofit Agencies under the AbilityOne Program (www.abilityone.gov) in identifying subcontracting opportunities for this requirement and using qualified AbilityOne contractors. Each quote must describe their proposed use of the AbilityOne program, describe how they will effectively utilize AbilityOne contractors, and provide their anticipated goals for this requirement. A list of AbilityOne products and services listed by North American Industry Classification System codes and descriptions, and Product Service Codes is available at https://www.abilityone.gov/abor.html.

RFO 52.237-1 Site Visit (Apr 1984) (Deviation Jan 2026) Quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of purchase order performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after purchase order award.

SITE VISIT

Vendors are strongly encouraged to conduct a site visit prior to submitting a quotation. The Government expects vendors to independently assess existing site conditions, equipment configuration, and any deficiencies or conditions that may impact repair, replacement, and installation of HVAC equipment. Failure to inspect the site shall not relieve the vendor from the responsibility to perform all work required under the resulting purchase order at the quoted price.

Vendors wishing to conduct a site visit shall coordinate directly with the Technical Point of Contact, Jorge Negrete to set up a time to visit the site, 830-401-2055 or by email at jorge.negrete@noaa.gov. Vendors may also include secondary POCs specific to each site:
