About this file

This is a Statement of Work (SOW) for HVAC repairs and maintenance at three National Weather Service (NWS) locations: Albuquerque, NM (ABQ); Corpus Christi, TX (CRP); and Santa Teresa, NM (EPZ). The work is organized into three contract line items (CLINs) with distinct tasks at each site.

CLIN 0001 (ABQ WSR Site) requires complete removal and replacement of two 6-ton wall-mounted Bard packaged air conditioner units with brand-name Bard or equivalent units using R454B refrigerant, including complete sealing of supply/return vents and exterior perimeter. CLIN 0002 (CRP WFO Site) involves replacing the fan motor assembly and pressure transducer on a Trane CRAC unit #2 condenser, replacing a shorted AC-2 compressor with system evacuation and filter drier replacement, and comprehensive cleaning of all HVAC ducts and components in accordance with National Air Duct Cleaners Association (NADCA) standards across three air handling units. CLIN 0003 (EPZ WFO Site) includes replacing a Liebert CRAC unit #2 condenser fan motor assembly, replacing multiple components (fan motor, head pressure controller, contactor, fan blade, grille) on a Trane AC-3 condenser, descaling and filter replacement on a Nortec humidifier, installing a new wall-mounted thermostat for a mini-split unit, and cleaning evaporator and condenser coils on nine HVAC units across the facility.

The contractor must be a qualified HVAC service provider with current HVAC licenses and must coordinate work to minimize impact on 24/7 facility operations. Key requirements include providing all labor, materials, tools, permits, and testing; complying with OSHA, ASHRAE, SMACNA, and other applicable codes and standards; obtaining a site visit prior to quote submission; submitting equipment product data and specifications within five days post-award; completing physical installation within 30 days of equipment delivery (not to exceed 90 days total unless delayed by documented manufacturer lead times); providing a one-year warranty on all installation work; designating a Project Manager and Onsite Superintendent with specified response time requirements (one hour for emergencies, 24 hours for routine inquiries); providing weekly progress reports with photos; and complying with Davis-Bacon Act wage requirements. Work hours are 7:00 AM to 5:00 PM local site time, Monday through Friday, unless otherwise approved. The contractor must submit Safety Plans, Emergency Plans, sexual assault/harassment training documentation, and security processing requirements for all personnel within specified timeframes and attend a post-award conference within 10 business days of award.

Background:

This project is for the National Weather Service (NWS) Weather Surveillance Radar (WSR) radar site in Albuquerque, NM (ABQ) and Weather Forecast Office(s) (WFOs) located in Corpus

Christi, TX (CRP) and Santa Teresa, NM (EPZ). Various systems at each site are in need of repair.

Scope:

Complete removal and replacement of ABQ WSR Bard air conditioners and repairs to CRP & EPZ

This will be a turn key project for removal, replacement and repairs from start to finish. It is highly recommended that the contractor schedules a site visit for physical inspection of existing conditions prior to submitting a quote.

Vendors who are interested in scheduling a site visit may coordinate with the PRIMARY point of contact (POC), Jorge Negrete, and can include individual site POC’s as necessary:
