About this file
This is Amendment 0002 to a Request for Quotation (RFQ) solicitation numbered 1305M326Q0272 for HVAC repair services at three National Weather Service (NWS) locations. The amendment extends the quote due date to July 30, 2026, at 2:00 pm Pacific Daylight Time and provides government responses to contractor questions regarding equipment dataplates and warranty coverage. Seven attached photographs of equipment nameplates are provided to support identification of replacement parts. The government confirmed that a compressor at the Corpus Christi location, despite being under manufacturer warranty, should still be quoted for replacement. Additionally, the amendment corrects the point of contact email address for the Corpus Christi location to rich.martinez@noaa.gov and updates the Statement of Work accordingly.
The solicitation is a Total Small Business Set-Aside with NAICS code 238220 and a small business size standard of $19.0 million. It includes three contract line items: CLIN 0001 for removal and replacement of HVAC equipment at the Albuquerque, NM site; CLIN 0002 for repair of HVAC equipment at the Corpus Christi, TX site; and CLIN 0003 for repair of HVAC equipment at the Santa Teresa, NM site. Each has a 90-day period of performance from date of award. Quoters must submit technical approaches (maximum five pages) and firm-fixed-price quotations via email to jack.huckleby@noaa.gov and casey.morrison@noaa.gov, inclusive of all labor, materials, equipment, travel, disposal, permits, testing, and training. Questions are due by July 20, 2026, at 2:00 pm Pacific Time. Invoices must be submitted monthly in arrears via the Integrated Procurement Process (IPP). The acquisition incorporates provisions and clauses by reference under FAR Part 12 for commercial products and services.

The purpose of Amendment 0002 is to provide Government answers to questions received from the original question due date but were never answered, correct a POC email address in Section 6 of the RFQ, and extend the solicitation due date (Items have been highlighted for convenience). The RFQ quote due date has been extended to July 30th at 2pm PDT.
Government Answers to Questions
Questions 1: Could you please provide a photo of the data plate for each unit onsite? We need the model and serial numbers to ensure we identify and price the correct replacement parts.
Government Response: Please see the seven (7) attached pictures that showcase the nameplates (Attachments 5-11).
Question 2: During our inspection at the Corpus Christi location, we noticed that the compressor requiring repair is still covered under the manufacturer's warranty. That being said, would you still like us to proceed with providing a quote for its replacement?
Government Response: Yes, the Government still wants the compressor quoted as it will need to be replaced.
Correction: Corrected POC email address for the CRP location -- rich.martinez@noaa.gov in Section 6 of the RFQ. We have also updated the Statement of Work with this new email correction (that is the only revision to the PWS).

Quote must be submitted via email with the following submissions:
Technical Approach Price Quotation
Technical Quote Structure
The technical quote consists of two factors. A technical approach that merely reiterates the Statement of Work (SOW), or uses vague generalities (e.g., "the subcontractor will determine specifications upon arrival" or "work will be performed to standard"), will be rated Fail/Unacceptable. The prime contractor must provide the details upfront, regardless of who is performing the physical work. It is the responsibility of the quoter to provide sufficient detail for the Government to be able to make a determination of technical acceptability.
Factor 1 Technical Approach: (max 5 pages, excluding price & product cut sheets) The detailed write-up mailto:jack.huckleby@noaa.gov mailto:casey.morrison@noaa.gov must demonstrate the Quoter's understanding, approach, and technical capability for the SOW tasks to successfully complete the requirements, specifically covering but not limited to: proposed equipment and compatibility with the existing equipment, manufacturer names, model numbers, and product literature/cut sheets; estimated schedule; qualified HVAC technicians, and any assumptions.
Additionally, quoter must include a written statement confirming a minimum 1-year contractor warranty on labor/installation.
Factor 2 Delivery: The quoter must indicate that their quotation has the ability to meet the delivery requirements as stated in the SOW.
Price Quotation The offeror’s price quote must be PDF or Excel and based on the offeror's own technical quote, the Government's specifications, and other contractual requirements as provided in the SOW. Vendors must provide a firm-fixed-price quotation inclusive of all labor, materials, equipment, travel, supervision, disposal, permits, testing, training, and incidental costs necessary to complete the requirements in the Statement of Work.
The Government does not accept responsibility for non-receipt of quotes. It is the Quoter’s responsibility to request a confirmation of quote receipt.
AbilityOne:
Consistent with Government’s commitment to providing employment opportunities for those with disabilities, the contractor is encouraged to independently partner with the National Industries for the Blind and SourceAmerica Central Nonprofit Agencies under the AbilityOne Program (www.abilityone.gov) in identifying subcontracting opportunities for this requirement and using qualified AbilityOne contractors. Each quote must describe their proposed use of the AbilityOne program, describe how they will effectively utilize AbilityOne contractors, and provide their anticipated goals for this requirement. A list of AbilityOne products and services listed by North American Industry Classification System codes and descriptions, and Product Service Codes is available at https://www.abilityone.gov/abor.html.
RFO 52.237-1 Site Visit (Apr 1984) (Deviation Jan 2026)
Quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of purchase order performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after purchase order award.
SITE VISIT
Vendors are strongly encouraged to conduct a site visit prior to submitting a quotation. The Government expects vendors to independently assess existing site conditions, equipment configuration, and any deficiencies or conditions that may impact repair, replacement, and installation of HVAC equipment. Failure to inspect the site shall not relieve the vendor from the responsibility to perform all work required under the resulting purchase order at the quoted price.
Vendors wishing to conduct a site visit shall coordinate directly with the Technical Point of Contact, Jorge Negrete to set up a time to visit the site, 830-401-2055 or by email at jorge.negrete@noaa.gov.
Vendors may also include secondary POCs specific to each site:

EPZ Secondary:
David Beattie, Electronic Systems Analyst, 575-589-4088 david.beattie@noaa.gov
All questions during the site visit should be submitted electronically in writing to the Contract Specialist, jack.huckleby@noaa.gov & the Contracting Officer, casey.morrison@noaa.gov.
Questions are due no later than 2:00 pm Pacific Time on 07/20/2026. The Government may not respond to questions received after this deadline.
