About this opportunity
The Department of the Air Force Materiel Command Air Force Sustainment Center is seeking to procure Aircraft Battle Damage Repair (ABDR) Trailers through a competitive solicitation with a draft Request for Quote (RFQ) released on January 21, 2025. The trailers must follow the configuration of a prototype located at Wright Patterson AFB and be capable of long-term sustainment in harsh weather environments, containing non-hazardous tooling and parts for rapid aircraft repairs. The evaluation will utilize a best value tradeoff approach, examining three primary factors: Technical (with subfactors including ATTLA Certification, First Article testing, and Data Rights), Past Performance, and Price. Interested vendors must submit questions and comments by February 3, 2025, using the provided Excel questionnaire, with a pre-solicitation conference to be held via Microsoft Teams at a date to be determined. The government will review submitted questions and post answers on SAM.gov.
The contract opportunity is set aside as a Competitive 8(a) small business procurement under NAICS code 336214 for Travel Trailer and Camper Manufacturing. The contract will be an Indefinite Delivery Indefinite Quantity (IDIQ) with a potential 10-year period of performance, including a base period from 2025-2030 and five one-year option periods through 2035. The initial requirement includes one First Article unit and 224 trailers in the base period, with potential orders of 9 trailers per option year. Each trailer must meet specific technical specifications, including maximum dimensions of 98"x88"x176", a gross vehicle weight of 8,500 lbs, and capabilities to operate in temperatures ranging from -25°F to +132°F. Delivery requirements specify that all items must be delivered within 120 days after order, with shipping FOB Destination to Wright Patterson AFB, Ohio.
