About this file
This document is a Questions and Answers file for a Draft Request for Quote (RFQ) for Aircraft Battle Damage Repair (ABDR) Trailers, Solicitation Number FA8100-25-Q-B001. The document contains 22 questions and responses from potential vendors regarding technical specifications, manufacturing requirements, and contract details. Key details include production estimates of up to 9 trailers per year at a rate of 2 per month, a maximum trailer speed of 25 MPH, and specific technical requirements such as a foldable trailer tongue, straight axles, steel cabinets, and a standard 110v outlet. The trailers are intended for Air Force use only, with no support planned for other military services.
The government has been explicit in rejecting alternative proposals, including requests to change set-aside requirements, use alternative manufacturers for cabinets, or modify trailer design elements. Technical documentation requirements include Product TDP Level 3 drawings with full dimensions, tolerances, materials, processes, and quality assurance provisions. The trailers must be capable of long-term sustainment in harsh weather environments and will be stored in various facilities, from enclosed supply buildings to open hangars, with potential deployment to Forward Operating Bases and improvised landing locations.

ABDR TRAILERS
FA8100-25-Q-B001
13 May 2025
Question #1:
Given the technical capabilities highlighted in this response, and being a small business with no 8(a) certification, would the government consider the future solicitation being set-aside for 100% total small business vs a socially or economically disadvantaged set-aside?
Response #1:
No.
Question #2:
If the government chooses to not change the set-aside requirements, is the government concurrent with needing additional funding for potential unnecessary mark-ups?
Response #2:
The government has developed an independent government estimate based on thorough market research.
Question #3:
While remaining in control of the task orders placed, would the government consider reducing contract management resources by procuring through an existing DOD IDIQ? Minimum order QTY under the referred-to IDIQ would be 1 (one), and the max-order is unlimited.
Response #3:
No.
Question #4:
Do you require torsion or spring axles and what is the size & capacity? Will you require approach shoring kits to enable getting these trailers onto the aircraft? What airframes should we consider for the sleeper shoring kits? Different Airframes would required different kits. (C-130,C-17,C-5, etc.)
Response #4:
No, our current trailers have straight axels.
Question #5:
Would you consider other methods of manufacturing for trailer frame and tongue? Is it mandatory to have a foldable and removable tongue?
Response #5:
The government does not consider other methods of manufacturing for trailer frame and tongue.
Foldable tongue is required as written in SOW.
Question #6:
All trailers require a Vehicle Identification Number (VIN) to register with DOT. Do you consider this design to have the requirement for VIN plate?
Response #6:
Yes.
Question #7:
Will you accept other methods of interior access to the toolboxes? With the photos posted in the
Presolicitation, there is a concern of the functionality, life cycle and most importantly – safety of a large side hinged up door in high wind environments.
Response #7:
No. No work will be done inside the trailers.
Question #8:
Would you consider an alternative manufacturer for the cabinets?
Response #8:
No
Question #9:
Would you consider aircraft rated aluminum cabinets as opposed to steel. This significantly reduces the weight of the cabinet, will allow additional payload capacity, and gives more fuel to the aircraft it is going
on. Aluminum doesn’t rust in salt ocean environments too.
Response #9:
No
Question #10:
The quantities listed in the draft solicitation document under Options I-V differ from quantities listed in the 4.1 Pricing Matrix Attachment. What are the correct quantities for the Option Years? (Qty. 9 vs Qty.
45)
Response #10:
An error was identified on both attachments. Production after the first article approval is estimated to be up to 9 each trailers per year with required delivery of 120 days after receipt of order at a rate of up to 2 per month.
Question #11:
The quantities listed in the draft solicitation document under Options I-V differ from quantities listed in the 4.1 Pricing Matrix Attachment. What are the correct quantities for the Option Years? (Qty. 9 vs Qty.

Question #12:
Are you able to provide the part number of the trailer in the pictures?
Response #12:
No part number found.
Question #13:
Is the 176inch for length with the hitch stowed?
Response #13:
Yes, this is stowed configuration.
Question #14:
Is testing of all these required? Specific MIL-STD-810?
Response #14:
Yes.
Question #15:
What is the connector part number that mates with the generator cable?
Response #15:
Standard 110v outlet
Question #16:
What level of drawings will be required per MIL-STD-31000B?
Response #17:
Product TDP Level 3 drawings. These are fully detailed, complete with all dimensions, tolerances, materials, processes, and quality assurance provisions necessary for fabrication, inspection, and acceptance of production items. This level aligns with full-scale manufacturing and sustainment.
Question #18:
As we review the SOW requirements for the ABDR trailers, we have a question: Is there a maximum speed requirement for the trailers, considering their intended use and potential harsh weather conditions?
Response #18:
Yes, 25 MPH. SOW has been updated to include this requirement.
Question #18:
Max QTY 9 per year, Price Matrix and Draft CSS state 45 per year on CLIN 0002, please clarify.
Response #18:
