About this opportunity
The National Park Service, Northeast Region, is soliciting proposals for emergency repairs to Pier 1 at Boston National Historical Park in Charlestown, Massachusetts. The scope of work includes repairs to concrete-encased steel beams within three pier vaults, remediation of sinkholes in the pier deck, repair of concrete delamination on the pier underdeck, repairs to an existing steel barge, and repair of the connection between an aluminum gangway and concrete deck platform. The contract is being procured as a firm fixed-price general construction award with a Best Value Continuum Tradeoff Process evaluation methodology. Offerors must be registered in SAM.gov, comply with prevailing wage requirements under the Department of Labor determination for Massachusetts, submit a bid guarantee of 20 percent or $3 million (whichever is less), and provide 100 percent performance and payment bonds. A mandatory site visit was held on February 12, 2026, at 11:00 AM EST. The original proposal due date of February 26, 2026, has been extended to March 3, 2026, to accommodate three amendments addressing contractor Requests for Information.
This is a total small business set-aside with a 45-million-dollar size standard under NAICS 237990 (Other Heavy and Civil Engineering Construction). The estimated contract value ranges between $1,000,000 and $5,000,000, with the actual award value to be determined by competitive bidding. The period of performance extends from March 16, 2026, through June 12, 2026, representing a 72-calendar-day timeline for completion of all work. The contractor must commence work within 14 calendar days of receiving a Notice to Proceed and must comply with subcontracting limitations requiring that 85 percent of the work be performed by the prime contractor or similarly situated small business subcontractors. The place of performance is located at 21 2nd Ave, Charlestown, MA 02129 (Charlestown Navy Yard), where work must be coordinated around active National Park Service and U.S. Navy operations, including the USS Cassin Young, which may remain berthed during construction and will not be relocated.
