Update #25 · Latest ·
This is to notify all interested parties that no contract award will be made under Solicitation FA8202-16-R-1000, in accordance with Section M, paragraph 1.1, which states:
"The Government reserves the right to award no contract, depending on the quality of the proposals and prices submitted, and the availability of funds."
This cancellation is also done with the authority noted in block 14 of Solicitation Amendment FA8202-16-R-1000-0006, which states:
"Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs."
The purposes for this cancellation are:
1. Full funding is not currently available.
2. Proposals have been reviewed, and the Government has recognized that no viable award decision can be made under the current solicitation. The information available to the Government at solicitation issuance was limited. The totality of S1000D/MIL-STD-1808 Conversion, Migration, and Sustainment was new to the A-10 community, and the complexities for A-10 Technical Orders (TOs) exacerbated the Government's ability to draft an appropriate RFP to best obtain competition, comparable and realistic/quality proposals, or to be able to make a clear and correct award decision. Consequently, the A-10 organization needs, including those related to S1000D/MIL-STD-1808, have grown outside the scope of requirements established in the current solicitation.
A-10 Division, in its discretion, has determined that it is in the best interest of the Government to cancel the current effort, and conduct further market research to determine the best way forward. Please continue to monitor FBO for future notices regarding these efforts.

Update #22 ·
There is a pending pre-award bid protest, at the Government Accountability Office (GAO), file number B-413328. Update #21 ·
The solicitation closing date was extended due to receipt of a pre-award GAO protest (B-413328) filed by one of the offerors.
