Question Set #10
1. QUESTION: Requesting clarification to CLIN 0006 and CLIN 0007 pricing table. CLIN 0006 has fillable blocks - one for CY2017 and another for CY2018 while CLIN 0007 has fillable blocks for CY2017. Is the intent to show the S1000D conversion taking place over 2 years in CLIN 0006 and S1000D conversion taking place in 1 year for CLIN 0007? If so, this does not correspond to CDRL A008. CDRL A008 shows the initial delivery of the S1000D converted Technical Orders at either 24 months, CLIN 0006, or 36 months CLIN 0007. Can the USG please clarify what it wants within CLIN 0006 and CLIN 0007 fillable blocks? Should the pricing for CLIN 0006 be spread over 24 months? If so, does the USG anticipate milestone payments? Or, does the USG expect the contractor to bear the cost for 24 months? Should the pricing for CLIN 0007 be spread over 36 months? If so, does the USG anticipate milestone payments? Or, does the USG expect the contractor to bear the cost for 36 months?
ANSWER: CLIN 0006 (2 Years) is set to start in CY17 OR CY18 and be completed two years after the order begins. CLIN 0007 (3 Years) is set up to be potentially ordered in CY17 with three years to convert to S1000D. The migration/conversion must be completed by CY19. CLIN 0007 is blacked out on Attachment 11 –Pricing Table – to show that this may not begin later than CY17 and may not finish later than CY19; i.e., CLIN 0007 cannot be ordered in CY18. The conversion period for CLIN 0006 is for two years and CLIN 0007 is for three years. USG will order one CLIN or the other, but not both.
CDRL A008 is correct.
The solicitation requires pricing for both CLIN 0006 and CLIN 0007; for two-year and three-year conversion scenarios.
After contract award, milestone/incremental payments can be discussed. The USG does not expect the contractor to bear the cost for 36 months.
2. QUESTION: PWS in paragraph 4.5 states “The sustainment releases will be combined and incorporated in the first phase of S1000D delivery. During the S1000D conversion all modification and sustainment TO changes will be frozen”. Does the USG expect the contractor to sustain both S1000D formatted Technical Orders as well as the current version of the Technical Orders, while the S1000D in undergoing conversion?
ANSWER: USG expects the awardee to maintain both S1000D-formatted TOs and currently-formatted TOs during the conversion period. Even though the current library (the portion being converted) will be frozen during conversion, there will still be TO updates for RACs and mods. Any TOs changed DURING the conversion period will then be converted to the new specifications. Please see Pricing Table comments at the bottom of Attachment 11.
