About this opportunity

The U.S. Army Corps of Engineers Omaha District is seeking Service-Disabled Veteran-Owned Small Businesses to compete for a Multiple Award Task Order Contract (MATOC) for Facilities Sustainment, Restoration and Modernization (FSRM) services using both design-build and design-bid-build delivery methods. The procurement covers comprehensive construction services including mechanical systems, electrical systems, plumbing, fire protection, roadway improvements, and maintenance of existing buildings and structures across military and civil works facilities. Contractors must demonstrate relevant experience through past performance examples of projects valued at minimum $500,000 completed within the past seven years, and provide qualified key personnel including Corporate Program Manager, Site Superintendent, and various quality control and safety managers with specific educational and experience requirements. The solicitation uses a two-phase selection process where Phase 1 evaluates Past Performance and Overall Program Management/Technical Approach without pricing, advancing up to eight offerors to Phase 2. Phase 2 evaluation focuses on Corporate Personnel Resumes and Price for a sample project, with technical factors being significantly more important than price. The current Phase 2 proposal submission deadline is September 15, 2025 at 2:00 PM CST.

This opportunity is designated as a 100% Service-Disabled Veteran-Owned Small Business set-aside under NAICS code 236220 with a size standard of $45 million in average annual receipts. The total contract value is estimated at $99 million with the government intending to award contracts to approximately five SDVOSB contractors from the six firms advancing to Phase 2. Individual task orders will range from a minimum value of $2,500 to a maximum of $99 million, with typical orders expected between $100,000 and $5 million. The base contract period is three years with one two-year option period and potential for a six-month extension. Work will be performed within the USACE Northwestern Division's area of responsibility covering nine states: Colorado, Wyoming, Montana, North Dakota, South Dakota, Nebraska, Minnesota, Wisconsin, and Iowa, with the majority of work anticipated in Colorado and Wyoming.
