About this opportunity

The Department of the Air Force Air Combat Command seeks annual preventative maintenance, diagnostics, and repair of twenty Big Ass Fans and one-time guy wire installation on four of those fans for the 9th Aircraft Maintenance Squadron at Beale Air Force Base, with proposals due June 9, 2026. This is a 100 percent SDVOSB set-aside, restricting competition to service-disabled veteran-owned small businesses.

Place of performance is Beale Air Force Base, California, across five hangar buildings (1068, 1067, 1045, 1044, and 11200). Work is structured as a base year (June 10, 2026 through June 9, 2027) plus four option years. The solicitation incorporates Service Contract Act prevailing wage rates for Sutter and Yuba Counties, California (Wage Determination No. 2015-5659, Revision 26, effective May 13, 2026), with fringe benefits including $5.55 per hour health and welfare contributions.

All contractor personnel must complete Entry Authorization List approval for Beale AFB security and obtain base passes via Wheatland Gate. The performance work statement requires comprehensive annual preventative maintenance between months four and seven of each performance period, including hub and airfoil inspections, hardware torque verification, breather and oil level checks, safety cable and guy wire tension assessment, and VFD fault history review. Contractor must provide diagnostics within three business days for any fan exhibiting failure and submit detailed repair quotes before proceeding with repairs. Work is performed Monday through Friday, 0730 to 1500, excluding Federal Holidays and 9 RW/ACC Family Days, with one building per day to accommodate aircraft repositioning. As-needed repairs are capped at $5,000 per year.

The NAICS code is 811310, Commercial and Industrial Machinery and Equipment Repair and Maintenance. PSC code is J041. Evaluation is based on technical capability (OEM training certifications and proposed execution schedule) and price, with award to the responsible offeror providing best overall value. Amendment 0001, issued June 3, incorporated a questions and answers attachment addressing logistics and site conditions. Primary contact is Lamar Mullins at 530-634-3368 or lamar.mullins@us.af.mil.
