Evaluation Factors for Award FAR 52.212-2, Evaluation--Commercial Products and Commercial Services (Deviation 2026-O0038) (Feb 2026)
(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:
Technical Capability Price
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).
(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
(End of provision)
Addendum to FAR 52.212-2 - Evaluation Factors
(a) Evaluation factors. The Government intends to award a contract resulting from this Request for Quotation (RFQ) to the responsible offeror whose quote conforming to the RFQ represents the overall best value to the Government, price and other factors considered. Best value will be determined by considering the following factors: Technical Capability and Price.
To be eligible for award, the offeror must be registered in the System for Award Management (SAM) at SAM.gov, have current representations and certifications, and not be listed on the SAM exclusions list. The Government will review each offeror's price and order them from lowest to highest priced. The Government will evaluate quotations in ascending price order until a minimum of two (2) quotations are determined to be Technically Acceptable. Only those quotations determined to be Technically Acceptable will be further evaluated under the remaining evaluation factors and considered in the best-value tradeoff decision. The Government reserves the right to evaluate fewer or more quotations as necessary to ensure adequate competition and support a best value determination.
Award may be made to other than the lowest priced quotation if the Government determines a higher rated quotation provided greater overall benefit in response to the
RFQ.
Factor 1: Technical Capability
The Government will evaluate the offeror's five (5) page technical quote to determine the Offeror's understanding of the requirement and ability to successfully perform the requirements of the Performance Work Statement (PWS). Original Equipment Manufacturer (OEM) Certifications shall be included as an Appendix and do not count toward the 5-page limit. The evaluation will include:
Sub-Factor 1: Original Equipment Manufacturer (OEM) Training Certification or Equivalent:
The Government will evaluate the offeror's specialized expertise in maintaining High-Volume, Low-Speed (HVLS) fans. The Government will assess the validity of factory-authorized training certificates (e.g., Big Ass Fans) provided in the Appendix. In the absence of OEM certificates, the offeror shall provide a narrative summary of Specialized Company Experience detailing three (3) similar industrial projects completed within the last five (5) years. Quotes providing direct OEM certifications may be considered more favorably due to the reduced risk of voiding equipment warranties.
Sub-Factor 2: Proposed Execution Schedule:
The Government will evaluate the offeror's proposed schedule to determine the extent to which it supports the strict mission-essential phasing required by PWS Para 4.3. Specifically, the Government will evaluate a detailed timeline for maintenance to ensure the offeror can complete all eight (8) fans within the 0730-1500 duty-hour window. Schedules that demonstrate a realistic workflow, appropriate manning levels, and specific equipment staging (lifts) to minimize flight line disruption will be considered more favorable.
Factor 2: Price
The Government will evaluate price quotes for fairness, reasonableness, and balance in accordance with RFO Part 12.204(a). Total Evaluated Price (TEP) will be calculated by adding the total price for the Base Year (to include one-time guy wire installation) and all four (4) Option Years.
(b) Notice of award. A written notice of award or acceptance of a quote, furnished to the successful offeror within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quote's specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
