About this opportunity
The Department of the Navy's NAVSUP Fleet Logistics Command Yokosuka Site in Singapore intends to evaluate sources for a welding procedure qualification and sustained capability program supporting ship repair in the 7th Fleet Area of Responsibility, with RFI responses due November 15, 2026 at 10:00 AM Singapore time. The RFI seeks capability statements from commercial ship repair facilities holding an active Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR), and the notice uses no set-aside. The RFI excludes Hawaii, and its attachment also excludes Japan and Guam. Contractor-owned welding facilities must be located within the AOR, and work is performed at the contractor's facility. Qualification requires all-position SMAW carbon steel welder certifications, welder eye exams, qualification updates within six months, and NDT Level II and Level III certifications, with prerequisite documentation submitted after award and before the test weldment. Inspection is VT, RT, and MT at Class 1 criteria. The Government anticipates about three months of documentation review after a complete package. The scope has a Base CLIN for qualification and an Option CLIN for on-call voyage repair execution, with no guaranteed minimum workload and firm-fixed-price structure under FAR Part 12. The Government will co-invest with commercial shipyards, and the qualified procedure becomes the contractor's permanent asset. Responses are limited to 10 pages and must include a rough-order-of-magnitude cost estimate split between Base and Option CLINs, the MSRA/ABR agreement number, SAM registration confirmation, up to three past performance examples within five years, and proposed schedules for all three tasks. Submit responses to Contracting Officers Cony Ng and Emily Seratch, with the team email flcyc257@us.navy.mil. The clarification deadline of November 2, 2026 has passed, and Q&A attachments were posted October 23, November 1, and November 3, 2026.
Notice text
This is a Request for Information (RFI) / Sources Sought notice. This announcement is published for market research and planning purposes only and does not constitute a formal Request for Proposal (RFP) or Request for Quotation (RFQ).
The Department of the Navy is issuing this RFI to identify sources interested in and qualified to fulfill a capability gap for welding to support ship repair and maintenance located within the 7th Fleet Area of Responsibility (AOR), excluding Hawaii.
The Government intends to evaluate capabilities and draft plans to determine the feasibility of awarding Firm-Fixed-Price (FFP) contracts under FAR Part 12 (Acquisition of Commercial Products and Commercial Services). This RFI provides industry with the opportunity to review the draft requirements, propose tentative technical approaches, and provide high-level pricing and performance timelines.
Clarification questions (Form J-1) shall be submitted in writing via email no later than 2 Nov 2026, 10:00AM Singapore time.
RFI submission deadline is 15 Nov 2026, 10:00 AM Singapore time.
Please include the team's email in your responses: flcyc257@us.navy.mil
