About this file
DOCUMENT TYPE: Request for Specification Clarification/Questions and Answers
This document is a Questions and Answers response addressing a clarification inquiry submitted in response to SSP 27-D001, a Request for Information (RFI)/Sources Sought document issued for market research and planning purposes. The respondent inquired about an apparent contradiction in the solicitation: while the document stated it was for market research only and did not constitute a formal RFP or RFQ, it simultaneously requested a rough-order-of-magnitude (ROM) cost estimate or high-level Firm-Fixed-Price structure split between the Base CLIN (Qualification) and Option CLIN (Execution).
The government's clarification confirmed that while respondents are not required to submit an official formal proposal, they are required to submit a cost estimate in accordance with Section IV of the solicitation. This establishes that cost information is mandatory despite the non-binding nature of the RFI/Sources Sought vehicle.
