About this file
This is a Request for Specification Clarification document for federal contract SSP 27-D001 addressing welding process and welder qualification requirements for naval combatant ship repair work.
The clarification addresses three key questions regarding welding process requirements and contractor eligibility. The qualification initiative is strictly limited to Shielded Metal Arc Welding (SMAW) in accordance with AWS-NAVSEA B2.1-1-302:2015 and LWT 042-001 standards. While Flux Core Arc Welding (FCAW) and Gas Tungsten Arc Welding plus FCAW (GTAW+FCAW) are acknowledged as common commercial practices, SMAW represents the baseline technical qualification required for this initial naval combatant repair capability. Contractors are encouraged to document existing FCAW and GTAW capabilities in their RFI submission for potential future requirements. Contractors do not need to possess finalized SMAW welder qualification records or six-month maintenance logs at RFI submission or contract award. All prerequisite documentation—including commercial all-position SMAW performance qualifications, current eye exams, and evidence of process maintenance within six months—must be submitted and approved after contract award but prior to commencing test weldment. Contractors may qualify in-house personnel or update qualification records during the initial preparation phase of the contract. Contractors currently holding qualified welding procedures specifications (WPS) for FCAW or GTAW+FCAW are fully eligible and strongly encouraged to participate in this program, provided they maintain an active MSRA or ABR designation.

REQUEST FOR SPECIFICATION CLARIFICATION
SSP 27-D001
SPECIFICATION ITEM NO.: Task 1_ PARA. NO._Prerequisite Submi als TITLE: Welding Process and Prerequisite Qualifica on Requirements
QUESTION:
The RFI specifies SMAW for welding procedure qualifica on and requires commercially qualified all-posi on SMAW welders with records of SMAW welding performance within the last six months.
Based on our experience in the commercial ship repair industry, FCAW and GTAW+FCAW welding procedures are commonly used by ship repair contractors, including our company.
We would appreciate clarifica on on the following:
1. Welding Process Requirements:
Is the qualifica on program strictly limited to SMAW, or may FCAW or GTAW+FCAW also be considered?
This specific qualificaƟon iniƟaƟve is strictly limited to Shielded Metal Arc Welding (SMAW) in accordance with AWS-NAVSEA B2.1-1-302:2015 and LWT 042-001.
While FCAW and GTAW+FCAW are acknowledged as common commercial pracƟces, SMAW represents the baseline technical qualificaƟon required for this iniƟal naval combatant repair capability. Offerors are encouraged to note their exisƟng FCAW/GTAW capabiliƟes in their RFI submission to inform potenƟal future requirements.
2. Prerequisite Welder QualificaƟons:
If SMAW is mandatory, must contractors already have all-posi on SMAW-qualified welders and records of SMAW welding performance within the last six months at the me of RFI submission or contract award?
Alterna vely, may these qualifica ons and records be obtained a er contract award but before qualifica on tes ng begins?
Contractors do not need to have finalized SMAW welder qualificaƟon records or 6-month maintenance logs in hand at the Ɵme of RFI submission or contract award.
In accordance with LWT 042-001 (SecƟon 3.4), all prerequisite documentaƟon—including commercial all-posiƟon SMAW performance qualificaƟons, current eye exams, and evidence of process maintenance within 6 months—must be submiƩed and approved aŌer contract award, but prior to commencing the test weldment. Contractors may qualify their in-house personnel or update qualificaƟon records during the iniƟal preparaƟon phase of the contract.
3. Eligibility:
Would contractors currently holding qualified WPSs for FCAW or GTAW+FCAW be eligible to par cipate in this program to obtain the required SMAW qualifica ons?
Contractors currently holding qualified procedures in FCAW or GTAW+FCAW are fully eligible and strongly encouraged to parƟcipate, provided they hold an acƟve MSRA or ABR
