About this file

This is a Request for Specification Clarification document (SSP 27-D001) containing ten question-and-answer pairs addressing technical and commercial aspects of a naval welding qualification solicitation referenced as LWT 042-001.

The clarifications cover facility requirements, contractor capability specifications, and commercial terms for a NAVSEA welding qualification and demonstration program. Eligible contractor facilities must be approved under active Agreement for Boat Repair mechanisms and located within the 7th Fleet Area of Responsibility (outside Japan and Guam). Work must be performed at the contractor's facility with contractor-owned welding equipment. Subcontracted Non-Destructive Testing providers require no separate program-specific approval but must comply with NAVSEA technical standards and submit English-language NDT procedures, written practices, Level II certifications, and Level III approvals for SUPERVISOR review prior to work commencement. Supporting technical documentation including welding procedure specifications, welder qualifications, and NDT certifications may be submitted as attachments outside the 10-page narrative limit; contractors maintaining substantial procedure libraries may submit controlled registers with representative samples instead of exhaustive documentation. The Government anticipates approximately three months for prerequisite documentation review following receipt of a complete package before welding activities commence. Respondents are encouraged to propose periodic readiness and sustainment fees to maintain qualification continuity between repair activations, and may structure pricing using predefined mobilization, labor, and equipment rates combined with task-specific firm-fixed-price quotes. Initial Base proposals should price only single, first-pass qualifications with re-testing costs identified separately as optional contingencies. Export-controlled technical information must not be transmitted via unencrypted commercial email; respondents should contact the Contracting Officer to arrange approved secure Government transfer mechanisms such as DoD SAFE. For test plate material, contractors may use ASTM A131 Grade A with certified mill test reports or equivalent plate verified by an ABS Surveyor, though the Government will not provide Government-Furnished Material.

REQUEST FOR SPECIFICATION CLARIFICATION

SSP 27-D001

J-1-01 | Qualifica on facility Specifica on Item: RFI SecƟon I / LWT 042-001 Title: Contractor Facility Eligibility

QUESTION:

Please confirm that Western Australia facility, idenƟfied as an approved facility under its current Agreement for Boat Repair, is an acceptable contractor facility for performance of the qualificaƟon and demonstraƟon contemplated by LWT 042-001.

ANSWER:

Confirmed. LWT 042-001 Paragraph 1.2.1 specifies the locaƟon of work as the "Contractor Facility," and Paragraph 3.2 requires work to be accomplished at one of the contractor's sites with contractor welding equipment. An approved facility under an acƟve ABR located in Western Australia is within the 7th Fleet Area of Responsibility (and outside Japan and Guam) and is acceptable for qualificaƟon acƟviƟes.

J-1-02 | Geographic execu on under the Op on CLIN Specifica on Item: RFI SecƟon III Title: Geographic Response Capability

QUESTION:

For subsequent voyage-repair work under the contemplated OpƟon CLIN, please clarify the facility approval requirements applicable where a contractor deploys its permanent qualified personnel, controlled welding procedures and equipment to a locaƟon other than a primary facility idenƟfied in its MSRA/ABR, including temporary project locaƟons or faciliƟes available under formal user agreements.

ANSWER:

This is an RFI for market research. The conceptual "OpƟon CLIN" execuƟon mechanism outlined in the RFI is currently being re-evaluated for the subsequent formal RFP. The Government may not uƟlize an OpƟon CLIN structure at all; downstream voyage repair execuƟon may instead be competed or issued as discrete delivery/task orders under exisƟng MSRA/ABR mechanisms or separate contract vehicles once procedures are qualified.

J-1-03 | Subcontract NDT approval Specifica on Item: RFI SecƟon II.2 / LWT 042-001 Paras 3.9–3.11 Title: Programme-Specific Approval of Subcontract NDT Providers

QUESTION:

The RFI contemplates in-house or subcontracted NDT capability. Where RT and MT are provided by qualified subcontract NDT providers, please advise whether any programme-specific Government approval or qualificaƟon of the NDT provider is required beyond compliance with the applicable NAVSEA requirements.

ANSWER:

No separate program-specific approval is required. Subcontracted NDT service providers must strictly comply with the technical requirements in LWT 042-001 Paras 3.4.2 and 3.4.3. The contractor must submit English-language copies of the NDT procedures, NDT wriƩen pracƟce, NDT Level II inspector cerƟficaƟons, and Level III procedure approvals (conforming to NAVSEA S9074- AQ-GIB-010/248, T9074-AS-GIB-010/271, and MIL-STD-2035) to the SUPERVISOR for review and acceptance prior to commencing work.

J-1-04 | Page limit and WPS evidence Specifica on Item: RFI SecƟons I.7 and 5 Title: Treatment of SupporƟng Technical Evidence Within Page Limit

QUESTION:

The RFI limits responses to 10 pages and also requests copies of all current commercially qualified welding procedures. Please confirm whether WPS/WPQRs, welder qualificaƟons, NDT cerƟficaƟons and other supporƟng technical evidence may be submiƩed as aƩachments outside the 10-page response limit.

Where a contractor maintains a substanƟal controlled WPS/WPQR library, please also confirm whether a controlled register accompanied by relevant representaƟve procedures is acceptable in lieu of submiƫng every current procedure.

ANSWER:

Yes. SupporƟng technical documentaƟon (e.g., cerƟficates, qualificaƟon records, and procedure libraries) may be submiƩed as annexes/aƩachments outside the 10-page narraƟve limit.

Submiƫng a controlled register/index of current welding procedures along with relevant representaƟve samples (e.g., structural steel, SMAW, FCAW) is acceptable and preferred in lieu of submiƫng an exhausƟve library.

J-1-05 | Prerequisite-document review period Specifica on Item: LWT 042-001 Title: Government Review of Prerequisite DocumentaƟon

QUESTION:

For purposes of proposing a realisƟc Base CLIN period of performance, what planning allowance should contractors make for Government review and acceptance of the prerequisite documentaƟon required by LWT 042-001 prior to commencement of welding?

ANSWER:

Plan for a Government review window of approximately three (3) months following receipt of a complete, legible prerequisite documentaƟon package (covering welder performance qualificaƟons, eye exam records, 6-month process updates, NDT wriƩen pracƟce, and NDT procedures/cerƟficaƟons) prior to the commencement of welding acƟviƟes.

J-1-06 | Sustainment/readiness commercial treatment Specifica on Item: RFI Task 3 / SecƟon IV Title: Commercial Treatment of Sustained Readiness

QUESTION:

Maintaining an enduring short-noƟce NAVSEA welding capability may involve recurring costs between individual voyage-repair acƟvaƟons, including qualificaƟon-conƟnuity acƟviƟes, periodic tesƟng, vision examinaƟons, NDT support, technical oversight and qualificaƟon-control acƟviƟes.

Is the Government considering a commercial mechanism under the contemplated contract structure for sustaining this readiness between individual repair acƟvaƟons, and may respondents idenƟfy a separate annual or periodic readiness/sustainment cost within their ROM feedback?

ANSWER:

Yes. Respondents are explicitly invited and encouraged to provide commercial recommendaƟons regarding readiness sustainment within their SecƟon IV ROM feedback. If periodic readiness or sustainment fees are considered necessary to maintain qualificaƟon conƟnuity and workforce retenƟon, respondents should outline this pricing model. Market feedback on this point will help shape the final solicitaƟon.

J-1-07 | Op on CLIN commercial mechanism Specifica on Item: RFI SecƟon IV Title: OpƟon CLIN Pricing Methodology

QUESTION:

For emergent voyage-repair requirements under the contemplated OpƟon CLIN, may respondents propose a commercial structure combining predefined mobilisaƟon, labour and equipment rates with task-specific Firm-Fixed-Price proposals once an individual repair scope is sufficiently defined?

If the Government anƟcipates a different pricing methodology, please advise.

ANSWER:

Proposing established labor/equipment rate structures combined with task-specific Firm-Fixed-Price quotes for defined scopes is an acceptable commercial approach. The Government is currently reassessing downstream execuƟon mechanisms for the subsequent RFP, and industry recommendaƟons on rate structures and ordering mechanisms are welcome.

J-1-08 | Failed qualifica on and retest treatment Specifica on Item: LWT 042-001 Paras 3.9–3.11 Title: Commercial Treatment of Repeat QualificaƟon AƩempts

QUESTION:

Where a verificaƟon weld does not saƟsfy an applicable acceptance criterion and the SUPERVISOR authorises a further qualificaƟon aƩempt, please clarify whether respondents should include the cost of a complete repeat qualificaƟon aƩempt within the Base CLIN ROM or idenƟfy this separately as a conƟngency.

Please also advise whether the Government anƟcipates any programme-specific limitaƟon on the number of permiƩed qualificaƟon aƩempts.

ANSWER:

Price for a single, first-pass demonstraƟon in the Base ROM. Any potenƟal re-tesƟng costs should be idenƟfied separately as an opƟonal, priced conƟngency line item. While NAVSEA standards allow for authorized re-tests at the SUPERVISOR's discreƟon, recurring failures will not be funded repeatedly under a fixed-price Base structure. Formal re-test rules and limitaƟons will be defined in the final RFP.

J-1-09 | Export-controlled submission Specifica on Item: LWT 042-001 / RFI Submission Requirements Title: Transmission of Export-Controlled Technical InformaƟon

QUESTION:

LWT 042-001 idenƟfies the technical informaƟon as export controlled. Please confirm the required transmission method for export-controlled technical informaƟon submiƩed in support of the RFI and subsequent qualificaƟon acƟviƟes, and whether standard email submission to the nominated RFI contacts is appropriate for such informaƟon.

ANSWER:

Do not transmit export-controlled data via unencrypted commercial email. General capability statements and commercial pricing feedback submiƩed for this RFI typically do not involve export-controlled data and may be submiƩed via standard email. If a respondent must submit technical data containing ITAR/export-controlled informaƟon, contact the ContracƟng Officer prior to submission to arrange transmission via an approved, secure Government transfer mechanism (e.g., DoD SAFE or encrypted transfer).

J-1-10 | Availability of ABS Grade A test plate Specifica on Item: LWT 042-001 – Material requirements Title: AlternaƟve CerƟficaƟon of ABS Grade A Test Plate

QUESTION:

LWT 042-001 requires new ABS Grade A carbon-steel plate, approximately 12.7 mm thick, with material cerƟficaƟon.

Australian market feedback shows that pre-cerƟfied ABS Grade A plate in this thickness is not readily available from Australian stockists or mills.

Please confirm whether the Government would accept either of the following for the verificaƟon test assembly:

1. Plate with a chemical composiƟon and mechanical properƟes equivalent to ABS Grade A, independently tested by a third-party laboratory and witnessed, verified and stamped by an ABS Surveyor as compliant with ABS Grade A requirements; or

2. Plate supplied to an equivalent recognised specificaƟon, such as ASTM A131 Grade A, with mill cerƟficaƟon and independent verificaƟon tesƟng where required.

If neither opƟon is acceptable, please advise whether the Government would consider providing the test plate as Government-furnished material, or idenƟfy an acceptable source or cerƟficaƟon route.

ANSWER:

OpƟon 2 is acceptable; OpƟon 1 is acceptable with prior approval.

OpƟon 2: Material cerƟfied to ASTM A131 Grade A with cerƟfied mill test reports is acceptable, as ASTM A131 Grade A is the standard specificaƟon for structural steel for ships and directly corresponds to ABS Grade A hull plate (and falls within NAVSEA S-1 base material groupings).

OpƟon 1: Equivalent plate verified, stamped, and cerƟfied by an ABS Surveyor is also technically acceptable, subject to SUPERVISOR review of the test report prior to machining.

Government-Furnished Material (GFM): The Government does not intend to provide test plates as GFM (per LWT SecƟon 5).
