About this file
This is a Local Work Template for a federal contract requirement to procure and demonstrate a Standard Welding Procedure Specification (SWPS-N) for naval applications. The work is to be performed at the contractor's facility and involves Shielded Metal Arc Welding (SMAW) of carbon steel per AWS-NAVSEA B2.1-1-302:2015 standard. The contractor must procure certified materials including 1/2-inch thick carbon steel plate (4 square feet, Grade A per ABS Steel Vessel Rules) and 10 pounds of E7018-A1 covered electrodes conforming to AWS A5.5/A5.5M specifications. The contractor shall machine two test assembly plates with dimensions of 1/2 inch by 7 inches by 15 inches with tolerances of +/- 1/8 inch and perform welding in the 3G position with balanced technique ensuring final angular misalignment not exceeding 5 degrees.
The contract requires submission of comprehensive documentation to NAVSUP FLC (Contracting) Singapore prior to commencing work, including welder performance qualifications with all-position SMAW certification for carbon steel, welder eye exam records, qualification updates within the last six months, applicable NDT procedures and written practices, and NDT Level II and Level III inspector certifications. The contractor must conduct visual inspection (VT), radiographic inspection (RT), and magnetic particle inspection (MT) of the test assembly weldment using Class 1 acceptance criteria per MIL-STD-2035 Rev A. All inspection results and the final test verification weld record must be submitted to the Supervisor within three days of work completion. The contractor shall notify the Authorized Representative 72 hours prior to conducting verification welds and nondestructive testing and provide evaluated radiographs to the cognizant Government representative within two days of the inspection point. No government-furnished materials are provided under this requirement.
