About this file
This is a Request for Specification Clarification document (SSP 27-D001) addressing welding process and prerequisite qualification requirements for SMAW (Shielded Metal Arc Welding) work on naval vessels.
The document addresses five primary clarification areas: (1) Schedule—the government is currently issuing an RFI/Sources Sought with future formal solicitation and award decisions pending review of responses; (2) Testing Procedures—NAVSEA SMAW qualification testing will be conducted at the contractor's facility with regular employees only, requiring supervisor approval of (VG)/(IG) packages prior to work commencement; (3) Costs—all SMAW welder qualification, test materials, WPS/PQR testing, NDT inspection, and certification costs are the contractor's responsibility (GFM=NONE), with no government supervisor or certification fees; unsatisfactory repair/retest costs are the contractor's responsibility unless otherwise specified and require supervisor approval; (4) Applicability—work will primarily be performed on USS warships to NAVSEA standards, with potential USNS vessel work using ABS standards only if directed by the supervisor; and (5) Validity—SWPS-N remains valid within essential variables until changed, superseded, or withdrawn, welder WPQ qualifications maintain a 6-month continuity clock per Section 3.4.1.3, NDT follows written practice requirements, and no calendar re-demonstration of the procedure is required. An additional clarification defines TIVS as Test Inspection Verification Sheet, used to capture checkpoints for objective quality evidence required in work items.

REQUEST FOR SPECIFICATION CLARIFICATION
SSP 27-D001
SPECIFICATION ITEM NO.: Task 1_ PARA. NO._Prerequisite Submittals TITLE: Welding Process and Prerequisite Qualification Requirements
1. Schedule:
What is the estimated timeline for the formal solicitation, contract award, and completion of the SMAW WPS qualification?
At this time we are just issuing the RFI/Sources sought. Future decisions about formal solicitation and award will occur once RFI/Sources sought responses are reviewed.
2. Testing Procedures:
Will the NAVSEA SMAW qualification testing be conducted at the contractor's facility under U.S.
Navy supervision? Could you also clarify the inspection and approval process? Yes KTR facility, regular employees only. The SUPERVISORs role is (VG)/(IG) package will be accepted prior to work.
See 3.4 and 3.7.
3. Costs:
Can all costs associated with SMAW welder qualification, test materials, WPS/PQR testing, NDT inspection, and certification be included in the Base CLIN contract price?
Are there any additional fees for U.S. Navy supervision, certification approval, or retesting in case of failure?
GFM=NONE, no Government Supervisor or certification fee. UNSAT repair/retest is KTR cost unless specified otherwise (requires SUPERVISOR approval)
4. Applicability:
Will this NAVSEA SMAW qualification also be applicable to or required for future repair and maintenance work on USNS support vessels, in addition to USS warships? Ships will be USS, unless there is a scenario that work is required on a USNS ship. These ships use the ABS standard however all work will be performed to the NAVSEA standard unless otherwise directed by the SUPERVISOR any ABS inspections will be requested or under the ship’s cognizant.
5. Validity:
What are the validity period and ongoing maintenance requirements for the qualified SMAW WPS?
Your clarification would help us evaluate the required preparations, estimated costs, and potential benefits of participating in this program.
ANSWER:
Three clocks: SWPS-N stays valid inside essential variables until changed/superseded/withdrawn.
Welder WPQ is a 6-month continuity clock (3.4.1.3). NDT follows the written practice. No calendar re-demonstration of the procedure in this LWT.
