NAICS code is 517111 (Wired Telecommunication Carriers) with a size standard of 1,500 employees. Place of performance is Norfolk, Virginia, with services deployed at the seven named locations.

The procurement requires Voice over IP (VoIP) replacement of existing Time-Division Multiplexing (TDM) services on an independent, vendor-owned and maintained IP-based network. If the solution includes cloud-based components, the contractor must obtain Department of War Moderate Impact FedRAMP Authorization to Operate from GSA, compliant with NIST SP 800-53 Revision 5. All seven locations require standard telephony features including local and long-distance dialing, voicemail, caller ID, Enhanced 911, call waiting, call hold, call forwarding, call transfer, three-way calling, and direct inward/outward dialing. NAS Key West has additional requirements for Airfield Crash Net support with instant, simultaneous, non-blocking voice conferencing and priority override capabilities.

The contractor must maintain 99.9% service availability per calendar month, excluding government-approved maintenance windows, and support Next Generation 911 (NG911) compliance per Kari's Law and Ray Baum's Act with dispatchable location data delivery to Commander, Navy Installations Command Regional Dispatch Centers. The performance period spans five one-year ordering periods from February 1, 2027 through January 31, 2032, plus a six-month option period through July 31, 2032.

Award values by location: Norfolk ($23 million), Great Lakes ($5 million), Little Creek ($8.8 million), Key West ($2.5 million), PNYA ($2 million), Philadelphia ($800,000), and Mechanicsburg ($950,000), totaling $43.05 million across all sites. The guaranteed minimum across all sites is $1,000. Monthly billing occurs in arrears through Wide Area Workflow (WAWF) with detailed invoices in PDF and Excel formats. Annual Service Contract Reporting is required via SAM.gov per FAR Clause 52.204-14.

Contractor personnel requiring physical facility or IT system access must comply with HSPD-12 requirements, including Defense Biometric Identification System (DBIDs) enrollment and background investigations (NACLC minimum for non-sensitive positions; SSBI for privileged IT access). Employees must submit System Authorization Access Request Navy (SAAR-N) forms at least 30 days prior to start dates.

Proposals must be submitted in five separate volumes: Technical Approach (20-page limit), Past Performance (12-page limit), Small Business Participation Plan (no page limit), Price Proposal (no page limit, Microsoft Excel format using Government Attachment XII Pricing Spreadsheet), and Small Business Subcontracting Plan for non-small business offerors (no page limit). Past performance references must demonstrate at least one year of completed performance within five years of solicitation closing. Evaluation factors are Technical Approach, Past Performance, Small Business Participation Plan, and Price, with technical and past performance combined significantly more important than price. An offeror may be awarded contracts at multiple locations if selected as best value. Task orders will be competed on price alone post-award.

Current service providers are Verizon (Norfolk, Little Creek, Mechanicsburg, Philadelphia, PNYA) and AT&T (Key West, Great Lakes). Questions due June 5, 2026 at 5:00 PM Eastern Time to James Keegan (757-443-1419).
