About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 23 seeks bids for substation upgrade work including replacement of multiple pad-mounted transformers and related electrical infrastructure at its St. Cloud, Minnesota facility, with proposals due May 18, 2026, at 10:00 AM Central Time. This procurement is a 100% Service-Disabled Veteran-Owned Small Business set-aside; bidders must be verified in the Veterans Integrated Procurement database at proposal submission and contract award.

Place of performance is St. Cloud, Minnesota. The project spans 870 calendar days from Notice to Proceed. The contract value falls between $5 million and $10 million. Work includes replacement of utility transformers per specification 337300 (6000 kVA, three-phase, oil-immersed station power transformers with automatic load-tap changing equipment) and associated electrical infrastructure. Crash-rated bollards must meet ASTM F2656 standards. The Buy American Act applies per FAR 52.225-12. Contractors must submit proof of National Electric Safety Code or equivalent training for medium voltage work. Site Superintendents must be dedicated full-time to the project. The VA will handle switching operations to isolate transformers; contractors must coordinate with the Contracting Officer's Representative at least two weeks in advance. The VA retains one transformer (TF1C) for salvage; contractors must remove all other transformers from site. One staging area is available in the contractor parking lot east of Building 57. Outage scheduling is transformer-specific and requires VA approval; most transformers require outages outside normal business hours, with some requiring temporary power provision if outages exceed eight hours. Wage rate requirements are provided in Attachment C. Price is the sole evaluation factor. FAR Clause 52.225-90 (Diversity, Equity, and Inclusion) applies effective April 2026. The NAICS code is 238210, Electrical Contractors and Other Wiring Installation Contractors.
