About this file

This is a Questions and Answers document for solicitation 656-22-341, a substation upgrade project at the St. Cloud VA Campus involving the replacement of multiple pad-mounted transformers and related electrical infrastructure. The Q&A addresses 69 clarifications submitted by potential bidders regarding technical specifications, project scope, scheduling, contractor responsibilities, and regulatory compliance.

Key technical clarifications include: transformer specifications are detailed on drawings EP601 and EP602, with impedance requirements of not less than 4% for units 150kVA and larger; existing medium voltage cables can be reused if of sufficient length and cannot be spliced; all cables require pre-reconnection testing and condition documentation; primary terminations are shown in provided photographs; crash-rated bollards must meet ASTM F2656 standards per specification 34 71 13; and factory acceptance testing will be witnessed by the Government with on-site manufacturer representatives required for specified field acceptance tests. Project execution requirements specify that the VA will handle switching operations to isolate transformers, with contractors responsible for lockout devices and at least two-week advance coordination with the Contracting Officer's Representative; Site Superintendents must be dedicated full-time to this project; phasing plans are contractor-developed but require VA approval; and work is prohibited on Federal holidays. The Government will retain transformer TF1C for salvage and return to VA Shops, while contractors must remove all other transformers from site. One staging area is available in the contractor parking lot east of Building 57, consisting of one semi-trailer parking stall and one 48'x36' area that may be fenced and locked. Outage durations vary by transformer and building use, with most buildings having backup generator power available. The Buy American Act applies per FAR 52.225-12, and contractors must submit proof of National Electric Safety Code (NESC) or equivalent training for medium voltage work.
