About this opportunity
The Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 19 is soliciting mammography tracking software to replace the existing Magview Luminary One system at the Oklahoma City VA Medical Center. The solution must include a minimum of three concurrent user licenses along with implementation, planning, configuration, and on-site support services, followed by four option years of annual support and maintenance. Key functional requirements include patient management with comprehensive medical history tracking, exam tracking with BI-RADS categories, automated reminder systems, MQSA and ACR compliance with audit-ready reporting, integration with VISTA RIS, AGFA PACS, CPRS EHR, and Powerscribe systems, role-based access control with HIPAA compliance, and analytics dashboards with Tyrer-Cuzick Score risk assessment functionality. The contract will be awarded based on technical capability to meet Government requirements and price, with the Government reserving the right to select offerings exceeding minimum requirements. The original response deadline of March 30, 2026, at 4:00 PM Mountain Time has been extended to April 3, 2026, at 11:00 AM Mountain Time, with no further questions accepted beyond the deadline of March 26, 2026.
This is a 100% small business set-aside (NAICS code 513210, size standard $47.0 million) with firm-fixed pricing under solicitation number 36C25926Q0349. The incumbent system, Magview Luminary One, will be replaced with legacy data migration required from both Magview Luminary One and CPRS systems. The Government expects to handle approximately 1,305 in-house mammography exams annually, along with 339 diagnostic exams, 262 ultrasounds, 32 MRI scans, and 11 biopsies, with a target go-live date of May 1st. The vendor must be the Original Equipment Manufacturer or an authorized dealer/distributor with OEM warranty maintained throughout the contract term, and support must be provided for GE Pristina mammography equipment. Performance will take place at the Oklahoma City VA Medical Center in Calumet, Oklahoma 73014, with delivery F.O.B. Destination to the Ernest Childers VA Outpatient Clinic in Tulsa, Oklahoma, and quotes must be submitted via email to Christopher.delauro@va.gov with a maximum file size of 4MB.
