The Department of Veterans Affairs Network Contracting Office (NCO 21) intends to sole-source award a firm fixed price contract for one XTRAC Excimer Laser System to STRATA Skin Sciences Inc., with the solicitation posting to SAM.gov on or about July 21, 2026. The XTRAC system employs a 308-nanometer monochromatic ultraviolet B light beam to treat psoriasis, eczema, vitiligo, cutaneous skin lymphoma, and other dermatological conditions while preserving surrounding healthy tissue. The Contracting Officer determined XTRAC is the only FDA-approved 308-nanometer excimer laser available for psoriasis treatment and represents a safer alternative to systemic treatments and broad-spectrum phototherapy, which carry risks including stretch marks, liver damage, and increased infection risk. Market research across GSA Advantage, GSA eLibrary, SCMC, NAC, ADDs UP, USA Spending, and SAM.gov, along with an OEM letter dated January 2, 2024, confirmed STRATA Skin Sciences Inc. is the sole provider with no authorized distributors.
The procurement falls within the simplified acquisition threshold and is classified as a commercial product purchase under FAR 12.102. All responsible sources may submit a capability statement, proposal, or quotation by 15:00 EST on July 21, 2026, to Mathew.czeshinski@va.gov; the Government will consider all submissions before determining whether to proceed with the sole-source acquisition.

PRE-SOLICITATION NOTICE OF INTENT TO SOLE SOURCE
Department of Veterans Affairs (VA) Network Contracting Office (NCO 21) intends to award a sole source, firm fixed price contract to STRATA Skin Sciences Inc. The procurement will result in a purchase order for a XTRAC Excimer Laser System for use at VA Southern Nevada Healthcare System. The solicitation for this action will be posted to SAM.gov, and all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. After consideration, the Government will determine whether to proceed with the sole source acquisition.
The solicitation will be posted on or about 07/21/2026.
