About this opportunity
The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 1 (VISN 1) seeks to establish an enterprise-wide five-year Blanket Purchase Agreement for Autonomous Mobile Robots (AMRs) and related services to support automated delivery operations across all VISN 1 VA medical centers, with proposals due June 4, 2026 at 1:00 PM EST. The original May 21 deadline was extended via amendment issued May 20; questions were due May 15.
This is an unrestricted, non-small-business set-aside procurement. Place of performance spans all VISN 1 facilities across Massachusetts, Vermont, Connecticut, Rhode Island, and Maine, with Year 1 turnkey installation and commissioning at six specific VA Medical Centers: Jamaica Plain, West Roxbury, White River Junction, Providence, Togus, and Manchester. Year 1 scope includes 21 AMR units with advanced navigation, lidar and GPS mapping, autonomous wireless docking, obstacle detection and avoidance, and real-time monitoring; complete system infrastructure; onsite surveys and installation by trained technical staff; comprehensive operator and clinical training across all hospital shifts; and trade-in or disposal of 18 existing Aethon TUG systems. Years 2 through 5 include annual warranty, preventive maintenance, 24/7 technical support, cybersecurity compliance, and software licensing renewals.
The contractor must provide 24/7 remote support with one-hour response during normal business hours (Monday–Friday, 8:00 AM–6:00 PM EST) and four-hour onsite response if remote troubleshooting fails. Systems must comply with ISO and CE safety standards, integrate with automatic doors and wireless elevator controls, and meet VA Directive 6500 cybersecurity requirements including FIPS 140-2 encryption.
The NAICS code is 339113 (Surgical Appliance and Supplies Manufacturing); PSC is 6515 (Medical and Surgical Instruments, Equipment, and Supplies). Evaluation criteria are Technical (AMR system description, installation and deployment plan, maintenance support, training, and documentation), Price (total five-year cost), and Past Performance (one to three references for similar robotics, automation, or medical logistics work). Offerors must submit Technical Volume, Price Volume with completed AMR Pricing Spreadsheet, and Past Performance Volume electronically to dewan.britton@va.gov. Award value is not stated in the source.
