Questions & Answers – VISN 1 Robot Delivery System BPA
Q1. We are currently on Google Cloud (GCP) internally. What are the requirements for our cloud provider from a VA perspective if we store data in that environment?
ANSWER: Your cloud network would need to be FedRamp approved to connect to any VA network/Wi-Fi system. The system would otherwise need to be airgapped, ie: cellular/non-VA network communication only.
Q2. Are you able to speak by phone to answer any questions? I have a couple of clarifying questions that would be best asked by phone rather than an email.
ANSWER: To ensure fairness to all offerors and maintain proper documentation, please submit your clarification questions via email. Once received, we’ll issue an amendment to the solicitation that includes your questions and our official responses.
Q3. In an earlier email you mentioned that the robots will be transporting for multiple departments such as Pharmacy, Lab, Food, Supplies etc. My question is - are they looking to purchase some robots that have the capability to haul different carts such as a food cart, or a cart to transport other materials and/or supplies in addition to the robots that transport pharmacy and lab products? I ask this because the pricing is different for each type of robot as well as the Maintenance and Support for those robots. If they are looking for a robot(s) that can haul different cart types for different materials, how many of the total 21 robots are they requesting?
ANSWER: No, the applicable uses are only for Pharmacy service and Laboratory service. We are not seeking food/supplies carts. Robots must support chain of custody auditing.
Q4. The pricing sheet shows line items for the robot, Maintenance, Project Management etc. However, there are other components that may be required for the robot to fully operate. How should we capture those products and their associated pricing?
ANSWER: Offerors may include additional products required for full robot functionality as separate line items in the pricing spreadsheet. However, please ensure that all spreadsheet calculations remain accurate. If any added items cause formula errors, or if the evaluation team cannot clearly understand how you arrived at your totals, your offer may be at risk of being rejected.
To avoid altering embedded formulas, offerors may alternatively list additional components within the description field of a closely related existing line item. Any added items included in the description field should be written in RED to clearly distinguish them from the original line-item description.
Either method is acceptable. The key requirement is that all calculations add up correctly and that the pricing is clear, consistent, and easy for the evaluation team to understand during review.
Q5. References under Past Performance – Should they all be VA Hospitals or a combination of VA and Private Sector?
ANSWER: Offerors should prioritize submitting past performance that is most relevant to the requirements of this procurement. If an offeror has past performance for similar work performed within VA Medical Centers, this should be provided first, as it allows the Government to more effectively assess experience with VA‑specific environments, standards, and operational needs. However, if an offeror does not have sufficient VA past performance, they may also submit relevant past performance from other Federal agencies or the private sector. The key evaluation factor will be the relevance and similarity of the work performed, rather than the sector alone.
See RFQ (SF1449) - Section E, Addendum to FAR 52.212-1 Instructions to Offerors, pg. 19.
Q6. Would you prefer us submitting the attachments directly to you or submit via Sam.gov?
ANSWER: Offerors shall submit their quotation electronically via email to: dewan.britton@va.gov.
See pg. 1, block 20 of SF1449, and Section E (Addendum to FAR 52.212-1 Instructions to Offerors) on pg. 18.
Q7. What are the preferred / requested payment terms?
ANSWER: The requested payment terms are Net 30 days.
See RFQ (SF1449) – Pg. 1, block 12.
Q8. What is the project start date for the project?
ANSWER: Since this requirement will be fulfilled under a BPA, project start dates are not yet known. Each deployment will be scheduled individually as orders are issued for each site. Projected start dates will depend on when funding is received for each location. As funding is allocated, we will be able to provide more specific timelines and coordinate deployment schedules accordingly.
Q9. The onsite response time is roughly four hours, are we able to extend that time?
ANSWER: The vendor response (online/phone) time to be within (4) hours of initial VA contact for support. Onsite response time from initial VA call/ticket onsite can be extended to 24 hours.
Q10. On the pricing excel spreadsheet, I don't see where I can capture the pricing for an annual charge for a FIPS/WIFI card that is priced per robot annually. Should I include it on Line 8 where it discusses FIPS/WIFI and the VA Directive 6550 form (among other items).
ANSWER: Yes, you can include the annual FIPS/WIFI card charge on the line that discusses FIPS/WIFI pricing. Please add the price per‑robot annual cost to that item. Column F on the spreadsheet is currently blank, so you may also use that column to include any additional notes or details you want us to be aware of regarding this specific item.
Q11. How Is this solicitation awarded? LPTA (Lowest price technically acceptable), etc.
ANSWER: See ADDENDUM to 52.212-2 EVALUATION—COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (DEVIATION AUG 2025) RFQ (SF1449) Pgs. 19-20
Q12. What are the size requirements and physical parameters for the AMR?
ANSWER: AMR should be able to navigate a busy hospital environment, including navigating around moving people and objects that may obstruct travel paths.
Q13. Are there any uneven, sloped, or otherwise non-ideal floor conditions in any facility that the AMR must navigate?
ANSWER: Yes, there are uneven, sloped, and otherwise non-ideal floor conditions that the AMR must navigate. This may include expansion gaps in doorways with steel floor plates for connecting buildings.
Q14. How many pickup and drop-off points are there at each location?
ANSWER: VA Boston & VA Togus: Baseline/Minimum of (15) pickup/drop-off locations.
Q15. What is the distance and typical travel time between each pickup and drop-off point within each facility?
ANSWER: Varies widely based on VA medical center. Selected vendor will need to complete site survey for more accurate distance and time data.
Q16. What is the required turnaround time (TAT) for pickup and drop-off?
ANSWER: No requirement as this can vary widely depending on distance, number of drop-offs queued, delivery strategy, and number of people/objects encountered.
Q17. How long will the AMR typically wait to be loaded and unloaded?
ANSWER: Should have the ability to sit in a "home" location for an indefinite amount of time. At each destination, it should be able to wait for a predetermined amount of time and have a defined protocol for when items are not retrieved in that time. Length of time setting is dependent on service (pharmacy or lab) and specific medical center clinical needs.
Q18. What is the required sequence of operations for pickup and drop-off?
ANSWER:
1) arrives at desired destination
2) Alert receiver that AMR has arrived
3) Confirms identity of receiver through verification method
4) opens compartment for item retrieval
5) move on to next delivery, or return to base station
Q19. What products or materials will be loaded onto and transported by the AMR?
ANSWER: Pharmacy medications & laboratory biological samples (separately dedicated AMRs for these products).
Q20. The solicitation mentions food as a transported item—does the AMR require designated or segregated compartments for food, biomaterials, or medications?
ANSWER: We confirm that food transport will not be required under this requirement. The AMRs will be utilized solely for the delivery of medications to clinical units and for the transport of biological samples to the laboratory. The Performance Work Statement (PWS) will be revised at the time of award to formally remove any food transport requirements.
Q21. Is refrigeration required on the AMR for transporting any medical supplies?
ANSWER: No.
Q22. Will the AMR be towing a cart or carrying a top-mounted (tunneling) cart?
ANSWER: No.
Q23. Will carts be provided as part of the AMR solution?
ANSWER: No.
Q24. Will existing carts be reused?
ANSWER: No.
Q25. If applicable, can detailed specifications for the carts be provided?
ANSWER: Not applicable.
Q26. Are building drawings or layouts available for the facilities?
ANSWER: Yes, medical center drawings will be provided to the vendor awarded the BPA.
Q27. Is the existing Wi‑Fi infrastructure in each medical facility sufficient to support AMR operations, or will upgrades be required?
ANSWER: VA Wi-fi infrastructure is sufficient to support AMR operations, however VA Wi-fi can only be utilized if vendor has an approved ERA (enterprise risk analysis), FIPS certification for AMR, and MOU/ISA agreement with the VA. Otherwise, an airgapped (non-VA network) cellular-based system will need to be installed and utilized.
Q28. What software systems are currently in use that the AMR will need to integrate with?
ANSWER:
Automatic door integration Fire alarm integration Code blue integration
Q29. Could you provide additional information regarding the elevator systems and automatic door systems currently in use across the facilities, as well as any integration requirements vendors should be aware of?
ANSWER: Elevator integration will be required for all VA medical centers that purchase AMRs. Our elevators have been successfully integrated with previous/current AMRs.
Q30. Is a cloud-hosted fleet management architecture acceptable if compliant with VA security requirements?
ANSWER: Yes.
Q31. Will deployments occur in phases across the 10 different facilities?
ANSWER: Since this is a BPA, deployment will be individually scheduled for each site as orders are processed at each site.
Q32. Are there target timelines already established for initial deployment?
ANSWER: Since this is a BPA, deployment will be individually scheduled for each site as orders are processed at each site.
Q33. If we support both a purchase and lease model for the AMR solution, may we add those options?
ANSWER: Yes, you may include in your offer both a purchase and a lease option. Please refer to the response provided in Question 4 for detailed guidance on how to incorporate optional pricing into the AMR pricing spreadsheet.
Q34. Installations often require at least one elevator integration and often multiple integrations based on the complexity of the medical center. There is third party elevator vendor cost to each integration. How should we outline those costs as well as variability of the number of elevator integrations required per medical center?
ANSWER: Base elevator integration price per hospital should be included (for 1 elevator), as well as a line item for integration of additional elevators. Please refer to the response provided in Question 4 for detailed guidance on how to incorporate optional pricing into the AMR pricing spreadsheet.
Q35. Are there any specific VA requirements for our internal cloud environment where we operate and store data?
ANSWER: Your cloud network would need to be FedRamp approved to connect to any VA network/Wi-Fi system. The system would otherwise need to be airgapped, ie: cellular/non-VA network communication only.
