About this file

This is a Quality Assurance Surveillance Plan (QASP) for the VISN 1 Robotic Delivery System Blanket Purchase Agreement (BPA), which establishes the Government's systematic methods for evaluating contractor performance in providing Autonomous Mobile Robot (AMR) Delivery System services across VISN 1 (Veterans Integrated Service Network 1). The QASP defines 12 performance objectives with corresponding standards, surveillance methods, and remedies to ensure contractor compliance with requirements outlined in the Performance Work Statement (PWS).

The QASP establishes performance standards including Fleet Uptime (≥99.5% monthly), Incident Response (phone ≤1 hour; onsite ≤4 hours), Mean Time to Repair (≤8 hours from onsite arrival), Security Patch Management (≤30 days for standard patches; ≤7 days for emergency), Configuration & Map Control (zero unauthorized changes), Elevator & Door Integration (100% Acceptance Test Procedure pass), Reporting Accuracy (≥98%), Training Completion & Competency (100% trained; ≥90% pass rate), Data Security & Logging (FIPS 140-2 encryption), Spare Parts Availability (critical spares ≤24 hours after receipt of order), Legacy AMR Decommissioning (media sanitization with certificates), and Customer Satisfaction (≥4.5/5 average score). Surveillance frequencies range from weekly to quarterly and per-incident, with methods including automated reports, ticket timestamps, change log audits, data sampling, inventory audits, and monthly surveys. Remedies for non-compliance include service credits, warranty extensions, corrective action plans, payment withholding, training refreshers at vendor cost, suspension of remote privileges, and expedited shipping at vendor cost. The Contracting Officer (CO), Contract Specialist (CS), and Contracting Officer's Representative (COR) are responsible for surveillance and verification through documentation using checklists, discrepancy reports, and corrective action requests.

Quality Assurance Surveillance Plan (QASP) – VISN 1 Robotic Delivery

System BPA

1. Purpose This Quality Assurance Surveillance Plan (QASP) outlines the systematic methods the Government will use to evaluate the performance of the Contractor in providing the VISN 1 Robotic Delivery System (Autonomous Mobile Robot Delivery System). The QASP ensures contractor services meet the performance standards in the Performance Work Statement

(PWS).

2. Government Roles and Responsibilities The Contracting Officer (CO), Contract Specialist (CS), and Contracting Officer's Representative (COR) are responsible for surveillance and verifying contractor compliance with contract requirements.

3. Contractor Roles and Responsibilities The Contractor shall provide qualified personnel responsible for installation, configuration, maintenance, training, and support of the AMR Delivery System across VISN 1.

4. Performance Standards Performance Standards are defined in the table below, adapted from the Performance Requirements Summary (PRS).

5. Incentives and Remedies Incentives and remedies include acceptance, rejection, re-performance, or reduction in payment when performance does not meet standards.

6. Surveillance Methods Surveillance methods include direct observation, system reporting, random inspections, customer feedback, and review of maintenance logs.

7. Performance Ratings Performance ratings reflect compliance with Acceptable Quality Levels (AQLs) as defined in the PRS.

8. Documentation and Reporting The COR will document contractor performance using surveillance checklists, discrepancy reports, and corrective action requests.

9. Surveillance Frequency Surveillance will occur at frequencies defined in the PRS and as determined necessary by the COR.
