About this opportunity

The Department of Veterans Affairs Strategic Acquisition Center Frederick is procuring NX EQ Laparoscopic Insufflators, including accessories, consumables, and warranties for distribution to VA medical centers nationwide. This Request for Proposal (RFP 36C10X26R0009) seeks new original equipment manufacturer (OEM) equipment only, with refurbished, remanufactured, or gray market items explicitly prohibited. Offerors must propose equipment meeting mandatory salient characteristics including FDA approval for laparoscopic procedures, smoke evacuation capability, CO2 medical gas usage, minimum alarm functions, and dual cavity modes (Normal and Small), with the option to propose Olympus UHI-4 units or approved equivalents. Evaluation will be based on three factors with Technical rated as significantly more important, followed by Past Performance (also significantly more important than Price), and Price as the least important criterion. The offer due date is May 7, 2026 at 10:00 AM Eastern Time, with industry questions having closed on April 29, 2026. Offerors must submit four volumes including Technical (with completed Salient Characteristics Chart and Attachment H Certification of Recall or Safety Issues), Past Performance (three relevant references from the past three years), Price (in Excel format), and Offer/Certifications & Representations (including mandatory SDVOSB certification).

This acquisition is a 100% set-aside exclusively for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns, with no incumbent contractors identified in the solicitation materials. The contract will be awarded as a single firm-fixed-price requirements contract for one 12-month base period with four optional 12-month extension periods, not to exceed five years total. Seven contract line items (CLINs 0001-0007) cover specific components with estimated quantities of 200 units per line item annually (1,000 units total per line item across the five-year period), and offerors must embed a 3.0% Service Level Agreement fee into all unit prices. Delivery is FOB Destination with specific delivery locations and dates to be identified in individual orders issued under the contract, and liquidated damages of $37.50 per calendar day apply for delivery delays. The place of performance is nationwide, with orders to be placed by VHA Equipment Life Cycle Management Ordering Officers through the NEC Order Portal, and payment will be made electronically via EFT to the VA Financial Services Center in Austin, Texas.
