About this file
This is a Product Description document prepared by the Department of Veterans Affairs (VA) Strategic Acquisition Center for a national single Requirements contract to procure Laparoscopic Insufflators.
The VA seeks vendors to supply Olympus UHI-4 Intra-abdominal Insufflation Units or equal products that meet all specified salient characteristics. Laparoscopic Insufflators are pressure-limited gas-flow regulators used during laparoscopic procedures to produce and maintain a pneumoperitoneum, enlarging the surgical workspace. The contract covers seven Contract Line Items (CLINs 0001-0007): the main Olympus UHI-4 insufflation unit, footswitch (MAJ-1939), medical gas pipeline adapter (MAJ-1084), cylinder hose/switch over valve (MAJ-1985), sterile tubing with filter (WA95005A), insufflation tubing (72-00163-0), and suction tubing set (72-00162-0). The equipment will be distributed to VA medical centers and facilities throughout the Continental United States (CONUS) and Outside the Continental United States (OCONUS). The contract period is a 12-month base with four optional 12-month periods. As a "Brand Name or Equal" requirement, offerors proposing alternative products must provide detailed descriptions of salient characteristics, quality levels, brand names, make/model numbers, and descriptive literature demonstrating compliance with five mandatory salient characteristics: FDA approval for laparoscopic procedures, smoke evacuation capability, CO2 medical gas usage, minimum alarm functions (excessive pressure, tube obstruction, CO2 pressure), and two cavity modes (Normal and Small). Vendors may propose additional ancillary products deemed essential to system functionality, captured in pricing with zero quantity if not required.

PRODUCT DESCRIPTION

NON-EXPENDABLE EQUIPMENT:
Laparoscopic Insufflators
Prepared By:
Strategic Acquisition Center
Department of Veterans Affairs 10300 Spotsylvania Avenue, Suite 400
Fredericksburg, VA 22408
1. SCOPE OF WORK:
The Veterans Health Administration (VHA) Non-Expendable Equipment National Program has identified the Laparoscopic Insufflators product line as a candidate for a VA-wide (otherwise referred to as “national”) single Requirements contract award.
Laparoscopic Insufflators are specialized; pressure-limited gas-flow regulators used during laparoscopic procedures to produce and maintain a pneumoperitoneum (gas-filled space within the peritoneal cavity). This enlarges the working space, providing room to insert instruments, and allows the surgeon to see the organs more easily.
Pressure regulators and flow-restricting orifices in the device control pressure and gas flow during insufflation.
The objective is to provide Laparoscopic Insufflators to be used by clinicians throughout the VA medical centers and facilities in the Continental United States (CONUS) and Outside the Continental United States (OCONUS). The period of performance is for a base of 12-months with four 12-month option periods.
2. REQUIREMENT
This requirement will be “Brand Name or Equal” which requires the offeror indicate that each product being offered as an “equal” product to the Olympus UHI-4 Intra-abdominal Insufflation Unit. For each equal product, the offeror must include a description reflecting the salient characteristics (SC) and level of quality that will satisfy the salient physical, functional, or performance characteristics of the equal product(s) specified in the solicitation. The offeror must also clearly identify the item by brand name (if any) and make/model number. Finally, the offeror must include descriptive literature, such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer and clearly describe any modifications it plans to make to a product to conform to the solicitation requirements.
