About this opportunity

Veterans Integrated Service Network 10 is preparing to procure a building automation system upgrade at the Richard L. Roudebush VAMC in Indianapolis, Indiana, and is seeking capable and interested firms by October 22, 2026. Competition will be restricted; a Justification and Approval document indicates Conserv, Inc., is the sole source based on established familiarity with the site-specific Facility Explorer/Niagara configuration and current BAS maintenance contractor status.

The scope includes replacement of 39 supervisory controllers with Johnson Controls Facility Explorer FX90 controllers, replacement of six BAS workstations, and consolidation from a Niagara AX Version 3 server to the newer Niagara N4 Version 4.14 server. The contractor must migrate all remaining functions from the AX server to the N4 server while preserving existing functions and demonstrating that the AX server can be retired while keeping non-specified controllers operational and integrated. Work must be completed within 365 calendar days of contract award on a firm-fixed-price basis. The facility operates an independent BAS network separate from the VA/OIT network, which must be maintained throughout the project.

Deliverables include field verification, cutover plans, comprehensive testing procedures, as-built documentation, controller and device inventories, configuration files, BACnet conformance documentation, and one year of manufacturer software maintenance. Replacement workstations must be new business-class computers with Windows 11 Pro, 16 GB RAM, and solid-state drives. Work may occur during evenings, nights, weekends, or holidays to maintain critical clinical operations. The contractor must demonstrate Niagara certification and Facility Explorer experience and provide one-year parts-and-labor warranty from substantial completion.

Interested firms should submit firm name and socio-economic status to Contract Specialist Stacie Hill at stacie.hill@va.gov by October 22, 2026, at 10:00 AM Eastern Time. The contracting office is in Kettering, Ohio. NAICS 334513; PSC 6350.
