UNIQUE ITEM IDENTIFICATION

ITEM IDENTIFICATION

The Contractor shall also provide Unique Item Identification (UID) marking in accordance with the information provided below.

1. UID is a set of data marked on items that is globally unique, unambiguous, and robust enough to ensure data information quality throughout the life of the unit until disposal and to support multi-faceted applications and users. The unique item identifier and the component data elements of the unique item identifier shall not change over the life of the item. The UID component data elements, at a minimum, shall be contained in a Data Matrix ECC200 symbol, as required by MIL-STD -130 latest revision.

2. The enterprise (i.e., a manufacturer or vendor) shall be responsible for implementation of the Unique Identification marking/Automatic Identification Technology (UID/AIT) program in accordance with the Department of Defense Guide to Uniquely Identifying Tangible Items Rev 2.0 dated 01 October 2008, and with the Defense Federal Acquisition Regulation Supplement (DFARS) clause 252.211-7003 Item Identification and Valuation and the updated final rule for UID DFARS Clause 252.211-7003, dated August 2008 (hereafter referred to as “UID DFARS Clause”) These documents can be found at http://www.acq.osd.mil/dpap/uid.

3. The physical marks that contain the UID-required elements shall remain legible until the item is destroyed. Where space is available, human readable information for UID data elements shall be marked on the item. MIL STD 130 latest revision provides information on various marking methods, surface requirements, and verification criteria. The preferred placement of the mark on the part is in the installed position whenever possible. This will allow personnel to read the mark without necessitating its removal. For parts already marked with a label or data plate, the contractor shall remove and add additional UID information if space is available on the current label or replace with a label or data plate containing UID information in addition to existing information. The verification grade for the UID marking on all items marked will be in accordance with MIL STD 130 latest revision.

4. The Contractor shall construct the UID for this contract by using the Contractors Enterpriser Identifier; the hull number of the vessel as the Serial Number; and the respective hull sequencing number (e.g. hull 1 of 4, 2 of 4, if applicable) within the class as the part number.

5. Notwithstanding the UID DFARS Clause, the Contractor shall return to the Government a listing of the identified UID material supplied in paragraph 6 annotated with proposed UII, marking medium and location. This listing shall be provided via email to PMS325L (TBD) and PMS325G (TBD) for approval prior to printing of UII label plates.

During Pre-Delivery Inspection and Boat trials (PDIT) and/or receipt inspection, the Government will verify the UID markings on the equipment listed in paragraph 6.

6. The following implements the UID DFARS Clause where the Contractor shall provide unique item identification or a DoD recognized unique identification equivalent for:

Hull Att 1, Item 100 Engine Att 1, Item 233 Marine Gear Att 1, Item 241 Electronic Navigation System Att 1, Item 422 Bow Thruster Att 1, Item 568 Dive Compressor Att 1, Item 592

7. Data Submission

a. The contractor shall submit information required by the UID DFARS Clause in accordance with the procedures at http://www.acq.osd.mil/dpap/pdi/uid. In WAWF the Contractor shall select “Combo” to enter the parent UID (Hull).

After invoice has been accepted and certified by PMS325P in WAWF, parent UID will register in the IUID Registry.

b. After certification, the Contractor will have 21 days to enter the children (remaining UIIs in para. 6 above) at https://www.bpn.gov/iuid. The Government will verify all UIIs have been registered.

c. Entering the Children in the IUID Registry: In the description field, add the acquisition cost and/or any other qualifying information pertaining to the particular UID record.
