About this opportunity

The Department of the Navy Naval Sea Systems Command is procuring 6,500 ft-lbs Force and Torque Calibrators through solicitation N6426725R1021 to replace aging equipment for the Naval Air Systems Command (NAVAIR) Metrology and Calibration Program. The calibrators must measure torque ranges from 4 in-oz to 6,500 ft-lbs with 0.5% accuracy, force ranges from 2.5 to 500 lbf with 0.125% accuracy, and tension ranges from 5 to 2,400 lbf with 2% accuracy, along with comprehensive adapter compatibility for various torque tools and cable tensiometers. Contractors must be registered in the System for Award Management (SAM) and provide installation services, training for up to 10 personnel at each location, and complete documentation including calibration certificates and technical manuals. The evaluation will use a Lowest Price Technically Acceptable (LPTA) methodology based on criteria outlined in sections L and M of the solicitation. Proposals are due by September 10, 2025, and must be submitted electronically in PDF or MS Word format, with the solicitation updated multiple times including the addition of Amendment 0001, Q&A documents, and the DFARS clause for duty-free entry.

This procurement has no set-aside designation and is described as a new contract with no incumbent contractor. The estimated contract value exceeds $750,000, requiring a comprehensive small business subcontracting plan, and the government seeks to procure up to 35 calibration units with an initial minimum delivery of 3 units. The contract will be structured as a five-year Indefinite Delivery/Indefinite Quantity (IDIQ) award with a performance period from September 30, 2025, to September 29, 2030, requiring delivery within 90 days after receipt of order. Installation and training services must be provided at two locations: the NAWC Navy Calibration Lab in Patuxent River, Maryland, and the NSWC Corona Division in Norco, California. The calibration equipment must be transportable through naval vessel hatches with size constraints of 60"L x 30"D x 72"H and capable of withstanding maritime operational conditions.
