About this file
This document is a Questions and Answers file for a Request for Proposal (RFP) for 6,500 ft-lbs Force and Torque Calibrators issued by the Department of the Navy Naval Sea Systems Command. The RFP is a new contract with no incumbent, seeking commercial items for an all-or-none requirement to be awarded as a single Indefinite Delivery/Indefinite Quantity (IDIQ) contract. Key details include a proposal deadline extended to September 4, 2025, and specific technical requirements for calibration equipment, including the ability to perform cable tensiometer calibration from 5 to 2,400 lbf.
The Q&A document clarifies technical specifications, such as confirming the 6,500 ft-lbs calibration range (versus an earlier 4,000 ft-lbs reference) and explicitly stating the expectation for cable tensiometer calibration capabilities. Offerors must be registered in the System for Award Management (SAM) and submit electronic proposals in PDF or MS Word format. The government will evaluate proposals based on criteria in sections L and M of the solicitation, with the intent to award to the most advantageous and responsive offer that conforms to the solicitation requirements.
