About this file
The document is a Questions and Answers file for a Navy solicitation for 6,500 ft-lbs Force and Torque Calibrators (Solicitation Number N6426725R1021). Key details include confirmation that this is a new contract with no incumbent, and the proposal deadline has been extended to September 4, 2025. The calibration equipment is expected to perform cable tensiometer calibration from 5 to 2,400 lbf and calibrate torque multipliers with specific requirements:
The calibration system must measure torque multiplier performance across input ranges of 5 to 500 ft-lbs in both clockwise and counterclockwise directions, with output torque capabilities up to 6,500 ft-lbs. The system requires specialized adapters, including square hole bar adapters and adapters for 43-toothed spline output drives. The solicitation is an all-or-none requirement for a single Indefinite Delivery/Indefinite Quantity (IDIQ) contract, with proposals to be submitted electronically in PDF or MS Word format. Contractors must be registered in the System for Award Management (SAM) and will be evaluated based on criteria in sections L and M of the solicitation.

6,500ft-lbs Force and Torque Calibrators RFP Questions and Answers
Q1: Is this is a brand-new contract or is there an incumbent performing these services.
A1: This is a new contract. There is no incumbent.
Q2: Requesting a 10-business-day extension.
A2: The deadline for proposals has been extended to September 4, 2025.
Q3: Attacment_03 Cross Reference Matrix states, “up to 4000 ft lb”. Do you need 4000 or 6500 as stated in other attachments?
A3: 6,500. See Amendment 0001.
Q4: Is the 6,500 ft-lbs Force and Torque Calibrators expected to perform cable tensiometer calibration?
A4: Yes, the 6,500 ft-lbs Force and Torque Calibrators are expected to perform cable tensiometer calibration from 5 to 2,400lbf per paragraph 2.6.3 of the advertised CSS. Additionally, the calibration bench shall have a test system kit in order to test cable tensiometers across the range 5 to 2,400lbf per paragraph 3.1.4.
Q5: What style of multipliers are being tested? Do we need to control and measure the input? Typically, only output is being measured but it’s not clear in the Scope A5: Yes. The calibration of a Torque Multipliers that lack an indicator involves measuring the ratio of the Torque Multiplier at several ascending input torques and the corresponding output torque up to the full scale output of the Torque Multiplier.
Q6: If we do measure the input, what range do we need to cover?
A6: The output torque of the Torque Multipliers tested by the Torque Calibrator will be as high as 6,500 ft-lbs in both cw and ccw directions. The Input Torque ranges of the Torque Multipliers range from 5 to 500 ft-lbs in both cw and ccw directions.
Q7: Under section 3.1.1 – states Square Hole Adapters and Square Hole Bar Adapters. I interpreted this as the same thing so if they could expound on these to make sure we provide the correct items.
A7: Some of the Torque Multipliers have a square through hole where a square bar is inserted to connect the Torque Multiplier output to the Torque Calibrator’s transducers. However, some Torque Multipliers have a 43 toothed spline output drive that wouldn’t fit this same bar, so a different adapter is necessary.
