About this file
The file is a Cross Reference Matrix detailing technical specifications for a NAVAIR Force and Torque Calibrator, part of a solicitation (N6426725R1021) by the Department of the Navy Naval Sea Systems Command. The calibration bench must operate between 110-120 VAC, function in temperatures of 60-85°F, and have specific performance capabilities including torque measurement from 4 in-oz to 6,500 ft-lbs with 0.5% accuracy, force measurement from 2.5 to 500 lbf with 0.125% accuracy, and tension measurement from 5 to 2,400 lbf with 2% accuracy.
The solicitation requires a comprehensive calibration system with multiple adapters for various torque tools, including square hole adapters, torque watch adapters for different brands, hex and square drive bar adapters, and capabilities to test torque multipliers, compression and tension force gauges, and cable tensiometers. The system must be transportable, mountable on naval vessels, and capable of withstanding maritime environments. It is an all-or-none requirement with electronic proposal submissions due by the response date, targeting a single Indefinite Delivery/Indefinite Quantity (IDIQ) contract award to the most advantageous offeror.

Sheet1
| Calibration Standard Specifications: NAVAIR Force and Torque Calibrator | ||||
| Please indicate whether your business is able to comply with each part of the Calibration Standard Specification. Please sign at the bottom. | ||||
| Section 2.0 Requirements | ||||
| Paragraph # | Title | Text | Ability to Comply (yes/no) | Comments |
| 2.1 | Electrical Power Source | The Calibration Bench shall operate at a nominal value between 110 and 120 VAC and 50 to 60 Hz. | ||
| 2.2 | Environmental Requirements | The temperature ranges and humidity limits for both the operating and non-operating conditions are as follows. The Calibration Bench shall be able to perform at its specified requirements at a temperature between 60 and 85 degrees Fahrenheit. The Calibration Bench shall be able to perform at its specified requirements when the relative humidity is 20 to 60 percent. | ||
| 2.3 | Warm-Up | The Calibration Bench shall comply with the specified performance requirements after a warm up time not exceeding 30 minutes and a warm up time between transducers not exceeding 15 minutes. This will allow for the range to be varied in an efficient manner. | ||
| 2.4 | Material | The Calibration Bench shall be made of materials that are durable and capable of withstanding corrosion due to the environment in which the benches will be; this includes, but is not limited to, controlled temperature laboratories and Naval vessels. | ||
| 2.5 | Markings | The transducers shall be permanently and clearly marked with their operating range as well as an easy way to identify them (ex. Marked 1-5). The Calibration Bench itself, at a minimum, shall be permanently and clearly marked with the manufacture name, manufacture model number and serial number in a spot that is easily accessible when the Calibration Bench is against a wall. | ||
| 2.6.1 | Torque Requirements | The Calibration Bench shall have the required equipment and transducers to cover the entire range of 4 in-oz to 6,500 ft-lbs of torque with an accuracy of at least ± 0.5% indicated value (IV). The Calibration Bench shall also be able to calibrate both clockwise and counter-clockwise torque. | ||
| 2.6.2 | Force Requirements | The Calibration Bench shall have the required equipment to cover the entire range of 2.5 to 500 lbf with an accuracy of at least 0.125% IV. | ||
| 2.6.3 | Tension Requirements | The Calibration Bench shall have the required equipment to cover the entire range of 5 to 2,400 lbf with an accuracy of at least 2% IV. | ||
| 2.7 | Digital Display | The digital display for the system should clearly display the value of the torque being applied. The system should have a tracking mode (where the number moves as the torque is applied) as well as a peak hold mode (where the peak torque applied is held on the display when the actual torque is removed). The display should also be able to show several units of measurement including, but not limited to ft-lb, in-lb, in-oz, Nm, mkg and lbf. The digital display should also allow a technician to change between the different transducers with less than 3 user inputs to change between the different transducers in order to receive the correct reading. The display should at a minimum show the following resolution: |
| 2.8 | Connections | Provisions shall be made to ensure that the transducers are easily connected to the Calibration Bench both for storage purposes and when in use. The connections from each transducer to the Calibration Bench shall be clearly marked if multiple cables are used. The transducers shall be easily removable along with the display system (if needed) in order to send the transducers and display system to another location for periodic calibration. |
| 2.9 | Size Requirement | The Calibration Bench shall be capable of assembly and disassembly for the purpose of transport and delivery in and out of laboratories on US Naval vessels. It must fit through doors and hatches in segments that can be safely carried. The Calibration Bench shall be constrained to the following dimensions: 60”L x 30”D x 72”H. |
| Section 3.0 Accessories | ||
| 3.1 | General | The Calibration Bench shall, at a minimum, be equipped with all accessories and adapters necessary in order to calibrate various sizes of torque screwdrivers, torque wrenches, torque limiters, torque drivers, torque watches, torque multipliers, force gauges, and cable tensiometers as listed in this section. |
| 3.1.1 | Various Adapters | The Calibration Bench shall be equipped with adapters in order to allow all necessary torque tools to be calibrated. Adapters will be required to interface between the Calibration Bench and the various torque test instruments. The required adapters are as follows: |
• Adapter to allow capability to calibrate torque wrenches with up to a 5-foot handle
• A reaction post or similar adapter in order to hold the torque wrench handle stationary during calibration
• Square Hole Adapters in the following sizes: 3/8”, 1/2”, 3/4”, 1” and 1 1/2”
