About this opportunity

The United States Transportation Command is seeking a contractor to provide deployment and distribution service support for the 595th Transportation Brigade and its subordinate units throughout the United States Central Command Area of Operations. The services encompass logistics support including cargo and freight tracking via Department of Defense Defense Transportation System platforms (GATES, Integrated Booking System, and Business Support and Container Management), port cargo management and operations, customs clearance processing, and cargo documentation services. Key requirements include personnel proficiency in these transportation systems, knowledge of Defense Transportation Regulation Part V Chapter 512 and USCENTCOM customs guidelines, Microsoft Office Suite competency, and the ability to achieve full operational status within 45 calendar days of contract award. The evaluation will proceed through a two-step process in which proposals first receive Acceptable or Unacceptable ratings on business and technical factors, with the lowest-evaluated-price proposal among acceptable submissions selected for award, contingent upon technical acceptability, fair and reasonable pricing, and contractor responsibility determination. Proposals are due by 6:00 AM Central Time on April 27, 2026, and formal clarification requests must be submitted in writing no later than 10 calendar days before the due date.

This procurement carries no small business set-aside designation and represents a re-compete of the current contract HTC71121PW001. Historical workload data indicates approximately 2,400 tally transactions monthly at origin points and 2,800 at destination points, with an average of 47 GATES manifests and 101 vessel port calls monthly. The primary place of performance is the Military Sea Port of Debarkation at Shuaiba, Kuwait, also known as Camp Spearhead, with contractor personnel required to maintain continuous operations seven days per week, 365 days per year. The contract employs a firm fixed-price arrangement with monthly pricing submission required through the D2S2 Pricing Matrix, and specific budget or award value information is not disclosed in the available solicitation documents.
