About this file

This document is a Questions and Answers (Q&A) record for the Logistics Support Services, Deployment & Distribution Support (D2S2) Request for Quote (RFQ) HTC711126QE130. The solicitation represents a re-compete of the current contract HTC71121PW001 and involves port operation documentation management and customs clearance services within the USCENTCOM Area of Responsibility.

The contract requires contractor personnel to manage cargo tracking, vessel documentation processing, and customs clearance activities at ports including the Port of Shuaiba and other locations within the 595th Transportation Support Battalion's area of responsibility. Historical workload data indicates approximately 2,400 tally transactions per month at origin points and 2,800 at destination points, with an average of 47 GATES manifests per month and approximately 101 vessel port calls monthly (typically requiring customs documentation processing for approximately half). The scope of work does not include actual transportation of goods but rather digital visibility and system updates using DOD Defense Transportation System (DTS) platforms including Global Air Transportation Execution System (GATES), Integrated Booking System (IBS), and Business Support and Container Management (BSCM). Contractor personnel must be certified in all three systems within 45 calendar days prior to performance commencement. Customs declaration fees are included in the monthly fixed price with no additional cost to the offeror. All offerors, including foreign entities, must complete FAR representations using the Government-created worksheets (Attachments 4 and 5) as updated via Amendment 1, with narrative responses limited to provided text fields.

Is there any incumbent/recompete or is this a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

Yes, this requirement is a re-compete. The current contract number is

HTC71121PW001. 16-Apr-26

We would like to request additional information regarding the historical requirements of this mission.

Specifically, we request the following: Historical Workload Data - Any available metrics regarding the average monthly volume of cargo tallies, vessel documents (DD 1385), and customs clearance actions processed at the

Port of Shuaiba and other AOR locations over the past 24 months.

Cargo Tally Transactions:

At origin points within the 595th TSB Area of Responsibility (AOR), there are approximately 2,400 tally transactions per month. At destination points, there are about 2,800 tally transactions per month.

GATES Manifests:

Approximately 1,150 manifests were generated within the 595th TSB from

April 2024 to April 2026, averaging about 47 manifests per month. This does not include adjustments, deletions, or supplements, which may add roughly

10% to the total.

Customs Clearance Actions:

The 595th TSB averages approximately 101 vessel port calls per month. Not all countries require complex customs as the U.S. and Origin/Destination countries may allow free flow of U.S. Government/Military (USG/M) cargo at certain ports. Contractors typically process customs documentation for approximately half of these vessels.

These are estimates only. Actual volumes/workload may fluctuate based on mission requirements and port-specific procedures. 16-Apr-26

How important is it for your program to have prior knowledge and experience on these programs (GATES, IBS, or BSCM)? Or can prior knowledge/experience in other USTRANSCOM programs/systems (Defense Personal

Property System for the USTRANSCOM Defense Personal Property Program) performing crucial roles such as updating cargo status, tracking location, and communicating with personal property officers and customers be considered?

Per PWS Para. 1.2.3 - "The contractual work requires knowledge in transportation, logistics to include cargo and freight tracking using DOD

Defense Transportation System (DTS) systems (i.e. Global Air Transportation

Execution System (GATES), Integrated Booking System (IBS), Business Support and Container Management (BSCM)), port cargo management/operations, customs clearance in accordance with Defense Transportation Regulation

(DTR) Part V Chapter 512 USCENTCOM and ARTRANS Country Customs

Customer and Carrier Advisories, and documentation procedures"

Per PWS Para. 4.3.2 - "The contractor shall provide to the COR written certification that contractor personnel meet mandatory qualifications 45 calendar days prior to the base year period of performance and prior to beginning work thereafter.. Contractors shall be qualified in IBS, BSCM and

GATES." 16-Apr-26

4 2-Apr-26 Performance Work Statement (PWS) 1.2/Scope of Contract

According to the scope of the contract, my understanding is that the service offeror is mainly responsible to keep track of shipments and update the government system to share the digital visibility of government's cargo. Please confirm if this job requires the actual transportation of any goods. If the local and/or international transportation service is needed, please provide the projection of volume cargo for each lane of transportation as this information was not provided.

The scope of the contract does not include the actual transportation of any goods. 16-Apr-26

Section 1/Description of

Services

According to the description of services, the service offeror must cover USCENTCOM area of responsibility. This covers the entire Middle East extending to West Asia and Egypt. With the current war situation in the Middle

East, I am not sure guaranteeing the coverage in every inch of the USCENTCOM AOR is feasible. Please confirm if this contract requires coverage of the entire USCENTCOM's AOR?

Per PWS Para. 1.4.1 - "The Contractor will manage all port operation documentation within the USCENTCOM AOR, in accordance with the Defense

Transportation Regulation (DTR) and as specified in but not limited to

Appendix A. Specific responsibilities for each port will depend on the overall scope and guidance provided by the Command Group (USCENTCOM AOR) for import/export cargo tracking." 16-Apr-26

I am experiencing an issue with the document that only allows for a single paragraph entry, which is limiting my ability to provide a complete response. Would it be acceptable to submit my full responses as a separate

PDF document, with clear references to the corresponding sections of Attachment 5? Please advise on the preferred format for submission.

Per Attachment 6, Section II, B - "Narrative responses are limited to the text fields provided. The text fields may not be altered, and no additional page submissions will be accepted".

Per the instructions on Page 7 of Attachment 5 - "This page is provided for the

Offeror to expand on their responses to any of the above items. For each response, please identify the item number from above associated with the response. If the Offeror chooses not to expand on any of the items, please indicate on this page “This page intentionally left blank.” 16-Apr-26

8 15-Apr-26 Attachment 4 - Business Proposal Worksheet N/A

As a company legally registered in Dubai (UAE), many of the FAR provisions and representations required in the solicitation appear to be inapplicable to a foreign entity. As a foreign entity, are we required to complete the FAR representations (e.g., those in the Business Proposal Worksheet), or are there alternative procedures for foreign offerors?

All offerors, including foreign entities, are required to complete the FAR representations listed in Attachment 4 - Business Proposal Worksheet as these FAR provisions are applicable to all offerors, except for FAR Provision

52.219-4 - Notice of Price Evaluation Preference for HUBZone Small Business

Concern. Attachment 4, Question 5 allows for offerors to select "Not

Applicable" if this provision does not apply. 16-Apr-26

9 15-Apr-26 N/A N/A

Could you please advise on the specific steps we must take to submit a compliant proposal from a foreign jurisdiction?

Please refer to Attachment 6 - Basis for Award and Evaluation Factor for instructions to offerors on how to submit a compliant proposal. 16-Apr-26

10 16-Apr-26 Performance Work Statement (PWS)

Section 1/Description of

Services

During our review of Attachment 1 - Performance Work Statement, we noted several sections describing the contractor's responsibilities for customs clearance activities. PWS 1.5.3.2, 1.5.4.5, and 1.2.3 clearly define the contractor's responsibility for preparing, coordinating, and processing customs documentation. However, we are not able to identify whether customs declaration fees charged by the host-nations customs authorities should:

1. Included in the monthly fixed price, or

2. Paid separately by the Government after our staff submits the declarations through the established customs clearance channels.

To ensure our pricing is fully compliant with the contract structure and the Government's expectations, could you please confirm whether these customs declaration fees should be incorporated into the monthly price or handled as separate reimbursable costs. There is no cost to the offeror associated with customs declaration fees. 16-Apr-26

Attachment 4 - Business Proposal Worksheet

Attachment 5 - Technical Capability Worksheet All

Will the Government please issue the fill-in worksheets in a word document? When completing the fill-ins, all text remains on a single line and becomes very difficult to read and edit as the text goes beyond the fill-in box.

Attachments 4 & 5 have been updated to correct the text boxes via

Amendment 1. 16-Apr-26

12 16-Apr-26 Attachment 5 - Technical Capability Worksheet Page 5/Paragraphs 5 &6

When completing the “Offeror’s Response” sections for paragraphs 5 & 6 of the Technical Capability Worksheet, the “offeror’s response” is duplicated from one to the other. For example, if a response is entered into question 5 it is automatically duplicated into the response section for question 6. Will the Government please correct the formatting for this worksheet so that each response can be entered without duplicating?
