About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 7 is seeking qualified contractors to repair and replace the perimeter fence at the William Jennings Bryan Dorn VA Medical Center in Columbia, South Carolina. The scope of work includes replacement of approximately 1,300-1,400 linear feet of Trex Seclusions privacy fence on the south and west property lines, reconstruction of one brick masonry column with new footing on the ornamental fence (approximately 67 feet), and installation of approximately 100 square feet of Palisades Zoysia sod. Key contract requirements include compliance with Davis-Bacon prevailing wage rates, performance and payment bonds, Buy American requirements for construction materials, OSHA safety training (30-hour Construction Training or 10-hour Training with competent person certification), a full-time site superintendent with minimum five years of construction experience, and submission of material samples for government approval within 14 calendar days. Evaluation will be based on three equally weighted factors: technical and material submission identifying the proposed fencing brand and demonstrating compliance with requirements, past performance with a minimum of two relevant references from projects completed within the past three years, and firm fixed price evaluated for reasonableness and fair comparison. The current proposal submission deadline is May 8, 2026 at 3:00 PM EDT, with the mandatory pre-bid site visit having taken place on April 3, 2026.

This solicitation is designated as a set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) only, requiring offerors to be 51 percent or more owned and controlled by service-connected veterans and certified in the SBA database. The original fence was constructed in 2020 by Fortress Fence, with the project specification documents referencing Fortress Fence ornamental products and Trex Composite Fencing as baseline materials for matching and replacement purposes. The estimated project value ranges between $100,000 and $250,000, with a firm fixed-price contract structure covering all materials, labor, and supervision. The period of performance is 365 days from the Notice to Proceed, with normal working hours Monday through Friday from 7:00 AM to 4:30 PM local time, excluding weekends and federal holidays. Work will be performed at the Columbia VA Medical Center facility located at 3 Lake Drive, Columbia, South Carolina 29209.
