About this file

This is a Request for Information (RFI) Responses document for RFQ 36C24726Q0328 addressing a perimeter fence repair project at the VA Medical Facility in Columbia, South Carolina. The document provides clarification on project scope, specifications, personnel requirements, and material details through 26 detailed questions and answers.

The project involves repair and replacement of approximately 1,300-1,400 linear feet of Trex Seclusions privacy fence on the south and west perimeter of the property, reconstruction of one brick masonry column with new footing on the ornamental fence (approximately 67 feet), and installation of approximately 100 square feet of Palisades Zoysia sod on the west fence. The contractor must replace all damaged fence panels (warped, bent, broken, or severely damaged) as verified by the Contracting Officer's Representative (COR) during a seven-day investigative phase commencing within seven business days of Notice to Proceed. The project requires a full-time site superintendent and competent person (who may be the same individual) with minimum five years of construction site experience meeting OSHA standards, and a Quality Control Manager with Construction Quality Management course completion and five years of inspection experience, though the QCM is not required to be on-site full-time. The budget magnitude is $100,000-$250,000 with a Period of Performance of 365 days from NTP. Original fence materials include Fortress ornamental fence in Aegis II, Classic 1, or compatible product, and Woodland Brown Trex Seclusions privacy panels. The contract includes responsibility for utility location and marking, with a gas line already marked at the brick column location.

Request for Information questions for Request for Quotation 36C24726Q0328 Repair Perimeter Fence Columbia SC VA

Question 1:

We’ve reviewed the documents currently available on the GDrive for the fence project, and it appears that the files provided consist of fence/column details and product specifications rather than a civil plan set. At this time, we do not see typical civil information such as site layout, grading, drainage, or utility plans. Could you please confirm whether a separate civil plan set will be provided, or if these detailed drawings are intended to serve as the full design documents for this scope?

Answer No, there are no civil plans that will be provided that are just associated with the scope. Yes, the documents that have been provided serve as design documents for the scope. The repair is just a reconstruction of the existing column that already exists and the privacy fence panels.

Question 2:

The SOW says, “the intent is also to repair the privacy fence on the south side of the campus”. Does this mean we can reuse any part of the existing fence as part of the repair?

Answer No, replace all panels that do not contain any visible damage that will cause the new work to be faulty.

Question 3:

The SOW says, “Contractor shall also resod grass along the privacy fence, within the limits of construction.” Can we get the exact width of new sod that needs to be installed?

Answer The estimated area for new sod on the west fence is 100 sqft. The sod adjacent to the south fence shall be replaced as damage occurs to the sod during construction.

Question 4:

AE-501 Drawing 21 of 21 was the only plan put in the solicitation. In the top right corner of that plan, it says see civil plans for start and finish locations of fence types. Can we get those civil plans?

Answer The location of the fence already exists, and the type of fence is consistent with the repair that will take place. The AE- 501 was added in the solicitation as reference point (the drawing dose contain useful information).

Question 5:

What sod variety does the VA want to use? Centipede or something else?

Answer Palisades Zoysia Question 6:

Based on site conditions, could you please confirm whether the contractor is required to replace the fence in sections/phases to maintain adjacent homeowners’ property enclosures and security, or if it is acceptable to remove the entire existing fence and proceed with full replacement at once?

Answer The contractor will be required to maintain adjacent property enclosures as approved by the COR.

Question 7:

Site Superintendent/Competent. Will the Government require the contractor to have a full-time site superintendent, competent person, or other designated supervisory personnel present on-site at all times during work activities? If so, are there any specific qualifications, certifications, or experience levels required for this individual?

Answer

A site superintendent and competent person (site safety and health officer) are both required to be onsite full-time and may be the same person. The quality control manager is a required role but is not required to be onsite full-time. The quality control manager shall be onsite to inspect the construction of the columns to include the foundation, structural block work, pre-cast placement, and brick laying. The quality control manager is responsible for inspecting any structural reinforcement on the south fence. Quality inspections for fence panel installation and repairs shall be performed weekly by COR.

The competent person shall meet the qualifications identified in OSHA standards with a minimum of five years’ experience working on construction sites serving as the site safety and health officer.

The quality control manager shall have completed the Construction Quality Management (CQM) for Construction course and have a minimum of five years of experience inspecting construction projects.

Question 8:

Site Safety and Health Officer. Will the Government require the contractor to provide a dedicated Site Safety and Health Officer (SSHO) for this project? If so, please specify the required qualifications, certifications (such as OSHA 30-hour Construction), and whether the SSHO must always be on-site during work activities.

Answer

See response to question 7.

Question 9:

Quality Control Manager (QCM). Is the contractor required to designate a Quality Control Manager (QCM) for this project? If so, please clarify the minimum qualifications, responsibilities, and whether the QCM role can be combined with other supervisory positions or must be a dedicated individual.

Answer

See response to question 7

Question 10:

Duties. Please confirm whether the superintendent, the SSHO or the QCM can share these roles or if the intent is for them to be separate roles on the project? Can it be the same individual if they meet all training and experience requirements.

Answer

See response to question 7

Question 11:

Scope. I understand the repair for the aluminum Fence. Are we replacing 1300'+ Of Trex fence or repairing it? What are the repair parameters? Who deciphers which areas are to be replaced or not?

Answer

The panels are to be replaced if they are warped, bent, broken, or severely damaged. The panels to be replaced will be verified by the COR during the investigative phase. The investigative phase will occur within 7 business days of NTP. The contractor will have 7 days to complete the investigation.
