About this file
This is a Basis of Award Criteria document for a federal procurement solicitation (36C24726Q0328) issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 7 for the repair and replacement of the perimeter fence at the VA Medical Facility in Columbia, South Carolina.
The Government will award a purchase order to the offeror providing the best value using a comparative evaluation method, with the right to award without discussions. Evaluation encompasses three equally weighted factors: (1) Technical/Material Submission (maximum two pages), requiring offerors to identify the proposed fencing brand name, model, and salient characteristics demonstrating compliance with Statement of Work requirements, with non-conforming submissions deemed unacceptable; (2) Past Performance/Experience (maximum one page), requiring a minimum of two references from relevant construction or fencing projects completed within the past three years, including project name, owner/contracting agency, contract value, scope description, and current contact information, with the Government reserving the right to contact unlisted references and utilize government databases, and neutral assessment provided to offerors lacking relevant history; and (3) Price, submitted as a firm fixed price covering all materials, labor, and supervision, evaluated for reasonableness and fair comparison against all received quotes. If only one quote is received, the Government will evaluate it individually across all factors using the Independent Government Estimate or other market data to determine price reasonableness.

Text version
The Government intends to award a purchase order resulting from this solicitation to the offeror whose quote represents the best value to the Government. Evaluation will be conducted using a comparative evaluation method among all eligible and acceptable quotes received, in accordance with FAR 13.106-1. The Government reserves the right to award without discussions.
Award will be based on the following factors:
1. Technical/Material Submission - No more than two (2) pages.
1. Past Performance/Experience – No more than one (1) Page
1. Price Technical and past performance, when combined, are equal to price.
Factor 1 – Technical/Material Submission
Offerors shall identify the proposed fencing brand name and model and provide salient characteristics demonstrating that the proposed materials meet or exceed the requirements identified in the Statement of Work. Submissions that do not conform to the required salient characteristics will be deemed unacceptable and ineligible for award.
Factor 2 – Past Performance/Experience
Offerors shall provide a minimum of two (2) references for relevant construction or fencing projects completed within the past three (3) years. References shall include the project name, owner or contracting agency, contract value, brief scope description, and a point of contact with current phone number and email address. The Government will evaluate past performance by direct comparison of all quotes received. The Government may use information from any available source, including government databases, and reserves the right to contact references not listed by the offeror. Offerors with no relevant past performance history will receive a neutral assessment and will not be disadvantaged solely on that basis.
Factor 3 – Price
Offerors shall complete the price in full. The price shall be quoted as a firm fixed price for the project including materials, labor and supervision. The price shall be evaluated and compared to all quotes received to determine fair and reasonable pricing.
ONE OFFEROR RECEIVED:
In the event only one (1) quote is received, the Government will evaluate that quote on its own merits across all three factors. Price reasonableness will be determined in accordance with FAR 13.106-3, using the Independent Government Estimate or other available market data.
