About this opportunity
Brookhaven Science Associates, LLC, operating Brookhaven National Laboratory under a prime contract with the U.S. Department of Energy Office of Science, is soliciting proposals for Temporary Support/Contract Labor Services to supplement staffing during periods of increased funding and activity. The procurement seeks vendors to provide temporary personnel across six labor categories: administrative, engineering, scientific support, technical support, information technology, and scientific roles. Proposals will be evaluated using a "Best Value" methodology across three primary technical criteria: Recruitment Process (40 points), Organizational Experience/Past Performance (40 points), and Payroll Outside the U.S. and Security Clearance capabilities (20 points), with offerors required to achieve a minimum overall score of 65% to be considered technically responsive. Price will be evaluated as a secondary factor, and contracts will be awarded to offerors providing the best combination of technical merit and pricing. The proposal submission deadline is 3:00 PM ET on December 1, 2025, with an estimated award date in January or February 2026, and BSA is planning to make up to three awards under this solicitation.
This solicitation is set aside exclusively for Women Owned Small Business (WOSB) concerns under NAICS code 561320 (Temporary Help Services) with a $34 million business size standard. Current incumbent vendors include The Apelago Group, LLC, United Global Technologies, Ion Computer, Catapult Staffing, LLC, and Delan Associates Inc. The contract will be structured as a Basic Ordering Agreement with an initial 12-month term and options to extend for up to four additional years for a potential 60-month total duration. Compensation will be based on fully-loaded hourly rates with overtime billed at 1.5 times the straight-time rate, with rates remaining flat throughout assignments and pricing valid for 120 days from proposal submission. The place of performance is Upton, New York 11973, with personnel potentially assigned onsite, in hybrid arrangements, or remotely, and contractors must demonstrate capability to manage foreign payroll processing and security clearance requirements as needed.
