About this opportunity
Brookhaven Science Associates (BSA) is conducting market research for Temporary Support/Contract Labor Services through a Sources Sought Notice issued by the Department of Energy Office of Science. The procurement seeks temporary personnel across multiple professional categories including administrative, engineering, scientific, technical support, and information technology roles. Interested contractors must submit a Statement of Capabilities (SOC) electronically by June 2, 2025, demonstrating their ability to meet the requirements outlined in the draft Statement of Work. Respondents are required to provide company details, SAM Unique Entity Identification (UEI) number, business size classification, and a description of their capability to perform the specified work. The anticipated North American Industry Classification System (NAICS) code is 561320 - Temporary Help Services, with a size standard of $34 million.
While no specific set-aside has been predetermined, BSA reserves the right to consider a small business set-aside based on responses to this notice. All contractors must be registered in the System for Award Management (SAM) database and will be responsible for comprehensive employee-related processes including hiring, training, payroll, benefits, and regulatory compliance. The contract will involve issuing Purchase Orders that specify job classifications, work statements, and service lengths, with billing rates structured at standard hourly wages and overtime at 1.5x rate. Contractors will also be required to manage physical and drug screening protocols for personnel. The notice emphasizes that this is an initial market research step and does not guarantee a subsequent solicitation or contract award, with all response costs to be borne by the respondents.
