About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Sam Houston is seeking comprehensive meal support services for the United States Army Cadet Command Junior Cadet Leadership Challenge (JCLC) Marseilles event. The contractor must provide full meal preparation, transportation, serving, and cleanup services for approximately 225 cadets and 30 cadre members at Marseilles Training Center in Marseilles, Illinois. Key requirements include cooking food at the contractor's own facility, transporting meals to the designated serving location, establishing a minimum of two serving lines per meal, and maintaining strict food safety and health board compliance standards. The contractor must also conduct employee background checks for installation access and comply with all applicable security policies. Performance will be evaluated based on a 95 percent or higher compliance rating for meal delivery timing, setup procedures, cleanliness, serving line availability, and vegetarian meal accommodations. A mandatory resource working group is scheduled for June 8, 2026, with responses to this Sources Sought Notice due by April 20, 2026.
This procurement is designated as a total small business set-aside, contingent upon receipt of two or more qualified small business responses; the government will not be able to maintain the set-aside designation if fewer than two small businesses respond with sufficient information. The government is actively encouraging responses from small businesses across all socioeconomic categories, including 8(a) Business Development Program participants, Small Disadvantage Businesses, Historically Underutilized Business Zone concerns, Service-Disabled Veteran-Owned enterprises, and Women-Owned Small Businesses. The contract will be awarded on a firm fixed-price basis for non-personal services, with meal services required from June 22-26, 2026, including four days of breakfast and dinner service plus boxed lunch service on the final day. No specific contract value or budget range is disclosed in this Sources Sought Notice, which is issued for information and planning purposes only and does not constitute a binding commitment by the government to issue a formal solicitation.
